☀️⚡ Solar package 1: A turning point in energy policy
🌍 After a lengthy preliminary phase, the “Solar Package 1” was suddenly passed by the Bundestag and Bundesrat with remarkable speed. The adoption of this legislative package last Friday initiates the implementation of most provisions as soon as it is published in the Federal Code.
Last week was all about the implementation of “Solar Package 1”. Initially, on Monday, a detailed hearing took place, followed by the approval of the amended draft by the Bundestag Committee on Climate Protection and Energy on Wednesday, which made its recommendation for adoption by the Bundestag. The vote finally took place on Friday, with only members of the SPD, Greens and FDP voting for the package. Shortly afterwards, the Federal Council approved the law. Now all that remains is the signature of the Federal President, after which it will be published in the Federal Law Gazette and almost all regulations will come into force the following day.
The adoption of “Solar Package 1” enables simplified access to affordable solar power for tenants, property owners and companies. The solar industry is expected to significantly increase investment in photovoltaic systems on roofs and open spaces, driven by improved investment conditions. Despite the positive outlook, the industry emphasizes the need for further reforms to pave the way for a more sustainable energy future.
There are currently almost four million solar power systems in operation in Germany. Together they cover around 12 percent of domestic electricity consumption. The traffic light coalition's goal is to have around 30 percent in just ten years.
“Whether for tenants, property owners, farmers or entrepreneurs – access to inexpensive solar power will be much easier,” explains Carsten Körnig, General Manager of BSW-Solar. “From small plug-in solar devices on balconies, to solar power plants on industrial halls, to megawatt solar parks – the solar power harvest can now continue to increase.”
The “Solar Package 1” passed in the Bundestag represents a significant step in Germany’s efforts to advance the use of renewable energies and thus make a contribution to climate protection. The central elements of the package aim to significantly accelerate the expansion of solar energy and make solar power easier to access for a broader section of society. This implies important changes for both consumers and producers of solar energy. A detailed look at the most important measures and their expected effects is recommended here:
📚 Simplified access to solar power
Community building supply
The possibility of tenants and homeowners' associations being able to access solar power more easily is a central point of the reform. By making it easier to implement solar systems on apartment buildings, it is expected that more people will be able to enjoy cost-effective and sustainable energy.
Diversity in application
The flexibility of the law, ranging from small solar panels on balconies to large solar farms, allows a wide range of users to benefit from solar energy.
💰 Increased investments
Eligibility for agriculture
The inclusion of agriculture, in particular the promotion of solar power plants on less fertile soils as well as the incentives for the dual use of land, reflects the potential that lies in the combination of agricultural production and energy generation.
Improved investment conditions
More attractive feed-in tariffs and the elimination of inequalities in support on different types of land, particularly on commercial roofs and agricultural buildings, will increase the incentive for new investments in solar technology.
📈 Reform demands and outlook
While Solar Package 1 was largely received positively by the industry, it also points to a need for future action. Among other things, the industry demands:
Further legal reforms
This includes adjustments to tax law and the design of the energy market as well as improvements to network access. These steps are crucial to further improve the framework conditions for the expansion of solar and storage technologies.
Now it is important to quickly create the technical requirements for implementing the legal reforms. Further reforms e.g. B. in tax law, energy market design and network access must, according to the Bundesverband Solarwirtschaft e. V. (BSW-Solar) will also follow promptly in order to leverage the enormous, still unused potential of solar and storage technologies.
“A second solar package is needed this year in order to increase the newly installed PV output from 15 gigawatts last year to 22 gigawatts annually from 2026 in accordance with the plans of the traffic light coalition,” said Körnig.
Suitable for:
Focus on domestic production and supply chains
Criticism of a lack of investment incentives for domestic solar factories and calls for greater resilience in the solar module supply chain show that, in addition to promoting solar power expansion, structural improvements in production and delivery are also required.
Solar Package 1 marks an important milestone in Germany's energy transition. However, in order to achieve the ambitious goals - an increase in the share of solar energy in electricity consumption to 30 percent within the next ten years and an increase in the annually installed PV capacity - further legislative measures as well as long-term strategic planning are necessary in the short term.

🌞➡️⚡ The shift towards renewable energy
📜 The beginning of a new era
The shift towards renewable energy represents a central element of global efforts to achieve a sustainable future. In this context, photovoltaics, the conversion of sunlight into electrical energy, is increasingly becoming the focus of environmental policy strategies worldwide. Germany, a country that has long been at the forefront of the energy transition, has recently made substantial progress in this regard. A key event was the introduction of the so-called “Solar Package I” by the Traffic Light Coalition, which is primarily aimed at accelerating the expansion of photovoltaics and the associated storage technologies.
🏠 Access to solar power for everyone
Facilitating access to solar power for various population groups is one of the main objectives of the solar package. It is intended to pave the way for broader acceptance and use of photovoltaics in Germany. The package breaks down barriers that have made it difficult for property owners, tenants, farmers and other investors to access affordable and environmentally friendly solar power. Furthermore, it aims to reduce the complexity of the bureaucratic procedures associated with connecting to the electricity grid and selecting suitable locations for larger solar projects. The package of measures thus directly supports the vision of a more sustainable future powered by renewable energies.
💼 Accelerator of the energy transition
The solar package was designed in the hope that it would act as an accelerator for the energy transition. A particular focus is on reducing bureaucracy and accelerating planning processes. This is considered essential to promote the expansion of solar systems on roofs and open spaces in the coming years, which in turn should benefit climate protection, private households and commercial businesses. Carsten Körnig, managing director of the Federal Solar Industry Association, underlined this hope by saying that the package brings a lot of “light”, although there are also “shadows”, especially with regard to the lack of incentives for domestic solar module factories.
📈 Increase in solar power capacity
In recent years, Germany has seen a significant increase in installed solar power capacity, with 15 gigawatts of new capacity in the previous year and expectations of further growth. The government's goal of increasing the share of photovoltaics in electricity consumption from around 12 percent to 30 percent within the next 10 years underlines the commitment to an energy-efficient future.
🔌 Innovations in the solar package
Solar Package I provides for a number of specific measures to achieve these goals. A key function here is the promotion of “communal building supply” and the increased use of “plug-in solar devices”. These innovations are intended to enable tenants to more easily benefit from solar power by sharing the directly produced electricity within the building. The rule changes around plug-in solar devices, also known as balcony power plants, simplify their use and registration, which is likely to lead to an increase in such installations.
🏭 Funding for commercial businesses
The package also improves conditions for commercial businesses. In particular, the funding for PV systems on commercial roofs will be adjusted to take increasing costs into account. In addition, simplifications will be implemented in repowering, i.e. the replacement or renewal of existing systems, and in the direct marketing of solar power.
🌱 Focus on Agri-PV
An innovative element of the package is the increased focus on agri-PV and the creation of incentives for special types of solar installations, such as those on agricultural land, on floating structures, in peatlands or in car parks. This initiative aims to increase efficiency in land use and reduce installation costs.
📡 Easier network connection
The solar package also addresses important infrastructural hurdles. Among other things, grid connection for PV systems will be made easier and disproportionate requirements for the certification of medium-sized commercial PV systems will be reduced. These measures will pave the way for faster and less complicated connection of solar systems to the grid.
🚨 Points of criticism and outlook
Nevertheless, there are also points of criticism, particularly regarding the lack of investment incentives for domestic solar factories and greater resilience in the solar module supply chain. The Federal Solar Industry Association has pointed out that there is no agreement on industrial policy impulses in the package, which is seen as a missed opportunity for Germany to return to leadership in the solar industry and for a more secure supply of key solar technology components.
The Solar Package I represents an important initiative to promote the expansion of photovoltaics in Germany and accelerate the transition to a more sustainable energy supply. Although certain aspects have been criticized, the general feedback is positive. The initiative is seen as a significant step in the right direction to achieve climate goals and create a more environmentally friendly future.
