Germany's energy transition is increasingly resembling a rollercoaster ride. Amidst the ongoing uncertainty surrounding shrinking funding pools and new social tiers in the federal subsidy program for energy-efficient buildings (BEG), a small craft business is now causing a stir. Because the government abruptly reduced the maximum eligible subsidy for heating system replacements from €30,000 to €28,000, the company is dipping into its own pockets – simply covering the difference for its customers itself. What at first glance appears to be a typical discount promotion in a fiercely competitive market turns out, upon closer inspection, to be a highly intriguing lesson. It impressively demonstrates how constant political shifts impact the real economy, how clever marketing works in times of crisis, and above all: how German small and medium-sized enterprises (SMEs) are forced to regain their lost trust in government commitments on their own.

The German energy transition has been operating under new auspices since July 21, 2026. The federal government has readjusted the funding conditions for replacing heating systems within the framework of the federal subsidy program for energy-efficient buildings, and what at first glance appears to be a technical adjustment of subsidy rates has, in practice, a significant psychological and economic impact. The maximum eligible subsidy amount for the first residential unit has decreased from €30,000 to €28,000, while at the same time new social tiers have been introduced that favor lower-income households and families, but leave higher-earning homeowners considerably worse off than before. In this complex environment of budget consolidation, social redistribution, and climate policy, a North German craft business is now operating with a remarkable marketing and customer retention strategy: it is simply compensating for the government cuts out of its own pocket.

This episode is more than just a pleasant anecdote from the construction industry. It's a lesson in how short-term political shifts affect real-world investment decisions, how companies deal with uncertainty, and how fragile trust in government subsidy commitments has become. A dispassionate analysis reveals a pattern that has been repeating itself since the chaotic debate surrounding the Building Energy Act in 2023 and 2024: announcements, revisions, transition periods, and ultimately, an industry teetering between hope and uncertainty.

The reform of building subsidies in detail

To properly understand the reaction of the craft business, it's helpful to first take a closer look at what has actually changed in the funding structure. The German Federal Government published the key points of a revised funding framework on July 8, 2026, and these came into effect on July 21. Between July 9 and 20, there was a technical transition phase during which no new applications could be submitted, although a grandfather clause applied to projects that were already ready for application.

While the basic subsidy remains unchanged at 30 percent of the total eligible costs, the assessment basis is decreasing. The maximum eligible investment sum for the first residential unit will be reduced from €30,000 to €28,000, and starting in February 2027, it will be gradually reduced by €750 every six months. Therefore, anyone postponing their modernization project should expect a decreasing subsidy base in the future, even if the percentage subsidy rates themselves remain the same. At the same time, the previously single-tier income bonus is being converted into a three-tier structure: Households with a taxable annual income of up to €30,000 will receive 40 percent instead of the previous 30 percent, households up to €40,000 will continue to receive 30 percent, and for the first time, households up to €50,000 will also benefit with a 10 percent bonus. A new family allowance of a flat rate of 10,000 euros has also been introduced, which reduces the income relevant for the calculation, provided that at least one minor child lives in the household.

On the other end of the scale, higher-earning homeowners are hit significantly harder. Those with a taxable income exceeding €50,000 lose the income bonus entirely, while the climate speed bonus for the rapid replacement of old fossil fuel heating systems drops from 20 to 16 percent and will be further reduced by four percentage points every six months starting in 2027. Overall, the maximum subsidy rate for higher earners falls from approximately 55 to 46 percent, which, combined with the lower assessment basis, means that the maximum possible subsidy drops from around €16,500 to approximately €12,880. This loss is substantial, especially considering the investment costs of €30,000 to €32,000 for an average heat pump installation, and could easily sway investment decisions.

From a fiscal perspective, this reform is understandable: The total federal funding for energy-efficient buildings will shrink by several billion euros in 2026 compared to the previous year, from around 16.5 billion euros in 2025 to just under 12 billion euros this year. The federal government justifies this with a more socially equitable and focused design of the funding, which is intended to concentrate more on low-income households and particularly inefficient buildings. Economically speaking, this is a classic redistribution within a shrinking budget: Those who earn less tend to receive more, while those who earn more have to mobilize significantly more equity. This logic is justifiable from a social policy perspective, but it generates considerable reluctance to buy, especially among target groups with greater investment power and thus greater leverage for the market penetration of heat pumps.

A medium-sized company takes on the role of crisis manager

In this regulatory environment, Nordwærme, a Hanover-based company , has taken an unusual approach. Instead of simply passing the reduction on to customers or waiting for the uncertainty to subside, the company has decided to cover the difference between the old and new funding levels from its own resources until the end of August 2026. Specifically, since the maximum eligible funding amount has decreased by 6.67 percent from €30,000 to €28,000, the company is offering a discount of precisely this amount on its own services. The application process is straightforward and can be completed via email, but, as with the KfW (German Development Bank), it must be submitted before placing an order, and the discount will be directly applied to the final invoice.

From an economic perspective, this step is initially a calculated marketing measure, but one based on sound business calculations. A company specializing in retrofitting underfloor heating as a supplement to heat pump installations depends on a continuous flow of orders. If this flow collapses due to political uncertainty, downtime for personnel and machinery threatens, which is significantly harder for a specialized craft business to absorb than for a diversified large company. The magnitude of the financial concession is manageable: With a typical investment sum of around €30,000, a discount of 6.67 percent equates to approximately €2,000 – an amount that, given the margins in the construction industry, is noticeable but by no means an existential threat. Communicating the measure as a separate special fund is a clever rhetorical ploy that deliberately alludes to the federal government's multi-billion-euro special funds for infrastructure and defense, thus making the action appear larger than it actually is in absolute terms.

The company's managing director frames the campaign as a contribution to reliability in the skilled trades, implicitly questioning the reliability of federal politics. This positioning is strategically astute, as it touches a raw nerve in the public debate. Since the amendments to the Building Energy Act in 2023 and 2024, which were accompanied by chaotic political wrangling and multiple course corrections, the trust of many property owners in the predictability of government subsidy programs has been significantly damaged. A company that presents itself as a reliable rock in this turbulent situation gains attention and customer trust, which should translate into increased orders in the medium term, even if the short-term costs of the discount campaign outweigh its marketing impact.

The technical logic behind underfloor heating as a funding requirement

To fully understand the economic significance of the Nordwærme campaign, one must grasp the technical connection between underfloor heating and heat pump efficiency. Heat pumps achieve their highest efficiency, measured by the so-called seasonal performance factor (SPF), at the lowest possible flow temperatures. Conventional radiators from the era of fossil fuel boilers are typically designed for flow temperatures of 55 to 70 degrees Celsius, while a heat pump consumes an uneconomical amount of electricity at such temperatures. Underfloor heating, on the other hand, operates with flow temperatures of 30 to 35 degrees, thus enabling the efficiency levels necessary for the economical and environmentally sound use of heat pumps.

In many existing buildings, particularly in the older buildings of northern Germany, in which Nordwærme specializes, retrofitting a traditional underfloor heating system with complete removal of the screed is extremely complex, expensive, and involves considerable construction time and noise pollution. This is precisely where the company's business model comes in: Using a milling process, channels are milled directly into the existing screed, into which the heating pipes are then laid without completely removing the floor. This method reduces construction time to just a few days and significantly lowers costs compared to a traditional retrofit.

From an economic perspective, this niche is attractive because it lies at the intersection of two highly regulated and heavily subsidized investment decisions. Retrofitting underfloor heating can often be subsidized with the same rates as the heat pump itself, provided it is installed in conjunction with a heating system replacement. This means that changes to the KfW (German Development Bank) funding structure have an immediate and significant impact on Nordwærme's business as well as on the heat pump market as a whole. This close link also explains why the company reacted so quickly and publicly to the funding cuts: As a pure supplier in the energy transition sector, its order book is almost entirely dependent on political decisions regarding subsidy rates, making the company structurally more vulnerable than, for example, a traditional installation company with a broader range of services.

What industry figures reveal about the uncertainty

Nordwærme's reaction cannot be viewed in isolation, but must be seen against the backdrop of an industry that has been grappling with fluctuating expectations for months. In the spring of 2026, the German Heat Pump Association (BWP) outlined several scenarios for future market developments, ranging from growth of 35 percent in the best-case scenario to a slump of 40 percent in the worst-case scenario, depending on how policymakers shaped subsidy conditions and the building energy law. After a record year in 2025 with around 299,000 heat pumps sold and a market share of 48 percent of the total heating appliance market, demand remained stable at the beginning of 2026, but the exceptional growth spurt of the previous year had noticeably slowed.

In parallel, the April 2026 business survey conducted by the German Association for Sanitary, Heating and Air Conditioning (ZVSHK) reveals a sector that is losing momentum. The order backlog, averaging 11.5 weeks, was roughly four weeks below the previous year's level, expectations for the coming months slipped into negative territory, and only about 14 percent of the surveyed companies reported revenue growth, while around a third had already experienced declines. It is noteworthy that over 83 percent of revenue in the SHK sector comes from renovation work on existing buildings – precisely the segment most dependent on the reliability of government subsidy programs. A sector that relies so heavily on public funding is immediately put under pressure with every shift in policy, because customers postpone investment decisions as soon as uncertainty arises regarding future subsidy levels.

These delay effects are well-documented in economics and are frequently described in the literature as the announcement effect. As soon as consumers anticipate that funding conditions might change, they either postpone investments to take advantage of expiring conditions or wait if they hope for better terms. In this case, a mixture of both occurred: Before the cut-off date of July 21, 2026, there was likely a surge in advance purchases, while immediately afterward, a period of shock set in as many households had to process the new, more complex, and for many, less favorable rules. The Nordwærme campaign fills precisely this vacuum by signaling to customers that, for the time being, their individual cost calculations will remain unchanged, regardless of the decisions made in Berlin.

The limits of corporate compensation for government policy

As appealing as Nordwærme's gesture may seem from a customer's perspective, economically it represents a structurally limited solution. A single company with modest market power can never compensate for a nationwide funding cut amounting to several billion euros. The promotion only benefits its own customers and only runs until the end of August; it is explicitly designed as a temporary, interim solution and not as a permanent business model. Other trades businesses, especially smaller installation companies with lower margins and without the PR reach of a content-marketing-focused startup, are unlikely to be able to implement a comparable measure without jeopardizing their own profitability.

Furthermore, this action tends to obscure the actual political debate. When individual companies voluntarily close funding gaps, public pressure on policymakers to address the underlying design flaws of the funding system decreases – such as the recurring short-term policy shifts, the lack of long-term planning security, or the complex, often opaque, tiered structure of the various bonuses. From a competition policy perspective, it should also be considered that a company that communicates such an action with significant media reach gains a competitive advantage over companies that simply lack comparable marketing resources. This gesture of solidarity with its own customers is thus simultaneously a clever differentiation tool in a market that is increasingly driven by trust rather than solely by price and technical quality.

Structural causes of political reversals

Anyone who examines the repeated shifts in German heating subsidies over the past few years will recognize a deeper structural problem: From the outset, subsidies for replacing heating systems were conceived as an instrument of both climate policy and economic and social policy, without clearly prioritizing these sometimes conflicting objectives. A subsidy program that aims to bring as many heat pumps as possible to market in the shortest possible time, must be socially equitable, and, thirdly, must place as little burden on the federal budget as possible, inevitably comes under pressure to adjust as soon as one of these objectives shifts. In this particular case, it was the federal government's strained budget that prompted the cuts, while at the same time, for social policy reasons, funds were reallocated to benefit low-income households.

The result is a funding landscape that, while theoretically more targeted and equitable, loses clarity and reliability in practice. For the average property owner who doesn't deal with funding systems on a daily basis, it's virtually impossible to estimate their specific entitlement to subsidies without expert advice. This complexity itself hinders the energy transition, regardless of the absolute level of the subsidies, because uncertainty about eligibility is just as deterrent to investment as an actual reduction in the subsidy amount. In this complex situation, craft businesses like Nordwærme effectively assume a translation and advisory role that should actually be the responsibility of government institutions, thereby positioning themselves as trustworthy contacts in a regulatory thicket that is impenetrable for laypeople.

Economic assessment: A clever move

Overall, Nordwærme's action can be seen as a rationally calculated reaction by a specialized niche provider to a sudden regulatory deterioration in its immediate business environment. The costs of the measure are manageable for the company, while the benefits in terms of customer loyalty, media attention, and positive brand perception are potentially significant. At the same time, the case exemplifies how closely the business model of specialized craft service providers is intertwined with federal funding policies and how vulnerable this business model remains to short-term political shifts.

In the long term, the energy transition in existing buildings will not succeed through isolated, entrepreneurial compensation measures – however appealing and cleverly implemented they may be in individual cases – but only through a reliable, long-term, and consumer-friendly funding framework. The German government itself emphasizes in its communication on the reform that reliability and planning security are central goals of the realignment. However, the practice of recent years, with multiple short-term adjustments within just a few months, undermines this promise in the perception of many market participants. As long as this discrepancy between political ambition and actual implementation persists, resourceful craft businesses like Nordwærme will continue to find good reasons to portray themselves as the more reliable partner, while the actual need for structural reform in German funding policy remains unaddressed.
