Agri-photovoltaics: An opportunity for agriculture and the energy transition

Agri-PV, short for agri-photovoltaics, describes the simultaneous use of agricultural land for food production and electricity generation to increase land efficiency. The investigation of its feasibility and economic viability is proceeding at full speed both nationally and internationally. In Germany, the Fraunhofer Institute for Solar Energy Systems (ISE) is a key player in this field and is collaborating on an orchard project in Baden-Württemberg, a model region for Agri-PV. This initiative comprises five pilot plants, supported with €2.5 million in funding. It is researching optimal system designs for different crops, the impact of PV systems on yields, and their ability to provide protection against adverse weather conditions.

Potential analysis for agri-PV

A study conducted by the Lower Saxony Ministry for the Environment, Energy, Building and Climate Protection between October 2018 and July 2020 examined the potential of agri-PV in the region. Apples, asparagus, and blueberries were identified as promising candidates for agri-PV among the cultivated plants in Lower Saxony. With approximately 17,500 hectares of these crops, an estimated 0.7 to 1.5 gigawatts of installed electrical capacity could be achieved, depending on the type of installation.

While major crops like wheat, corn, sugar beets, and rapeseed are currently less suitable for PV systems due to reduced solar irradiance, the use of PV modules could compensate for yield losses caused by persistent drought by providing protection against evaporation. Nevertheless, extensive research is needed for practical implementation in all applications. Despite this, the potential for electricity generation is considerable, with a nationwide estimate of 1,700 gigawatts, which is driving support for corresponding projects.

A success story from Germany – despite the bureaucratic hurdles

One of Germany's largest agri-PV systems is located in Lower Saxony, where a farmer in Wendland cultivates chives on approximately one hectare and uses the electricity generated by the PV systems to dry herbs and harvest crops on the same land. Overcoming bureaucratic hurdles proved challenging, particularly regarding the use of EU agricultural subsidies for agri-PV, land-use planning, and environmental regulations.

Innovations are intended to drive the development of agri-PV in Germany. Representatives from agriculture, solar technology, research, and certification organizations are working on preliminary standards (DIN SPEC 91434) that define key aspects of agri-PV, such as scope, terminology, criteria, and technology requirements. The German Federal Network Agency subsequently established agri-PV criteria as the basis for the 2022 innovation tenders under the Renewable Energy Sources Act (EEG), with a capacity of 150 megawatts. The new German Federal Government plans to further promote agri-PV within the framework of its 200-gigawatt solar initiative and increase the originally planned tender capacity from 50 MW to 150 MW.
