“The solar requirement for new commercial buildings and new commercial parking spaces with more than 50 parking spaces is an important milestone in achieving our PV expansion goal. In order to generate our electricity from wind, sun, biomass and water by 2030, we must at least triple the proportion of solar energy to 7,700 megawatts. The solar obligation will provide us with significant support here,” said Climate Protection Minister Anne Spiegel. Next week, the state parliament will discuss a bill from the middle of the state parliament in plenary session, which provides for a solar requirement for new commercial buildings and large covered parking spaces. “As a climate protection ministry, we will support companies in implementing the solar obligation: a more specific state regulation and advisory services from the Rhineland-Palatinate Energy Agency, among others, are being planned,” Spiegel continued.
As a further step towards the goals of expanding solar energy, the Climate Protection Minister also announced the update of the PV open space ordinance with increased output volume planned for the fall. As early as 2018, the Ministry of Climate Protection launched the Open Space Ordinance for the installation of PV systems on low-yield and species-poor grassland.

“Large parking spaces are present everywhere in Rhineland-Palatinate. However, the design of these parking spaces is usually not questioned. They represent a huge unused reserve of space for the expansion of photovoltaics. In addition to being used for parking vehicles, parking spaces can also be used to generate solar energy: By building on solar carports, there are new possibilities for generating solar energy over parking spaces,” said State Minister Anne Spiegel on the occasion of tomorrow's Federal Council. There, Rhineland-Palatinate is introducing an initiative to integrate solar carports and other innovative approaches into the Renewable Energy Sources Act (EEG).

The advantage: The charging infrastructure for electromobility can be integrated directly into solar carports. And the use of already sealed areas for solar energy generation is highly accepted. “By generating solar energy on carports, energy can be produced, stored and consumed on site – this would be a milestone for a decentralized energy transition,” explained Spiegel.
In fact, however, this is not yet fully possible at the moment. Currently, each project is subject to a case-by-case assessment to determine eligibility for remuneration. This prevents investments in solar carports where they make the most sense: in large projects on parking spaces for businesses and commerce, industry and in municipal and state properties such as swimming pools or sports halls.
When the EEG was amended last fall, Rhineland-Palatinate, together with other states, advocated for parking spaces to be explicitly mentioned in the EEG's area background. The federal government did not follow this view and only introduced one-off participation for parking PV in the innovation tenders. “That is clearly too timid: the one-time volume for 2022 is only 50 megawatts. The segment also shares possible solar carport projects with agricultural and floating PV projects. The federal government ignores the fact that parking PV has already been tested many times abroad and has clearly proven itself," the minister explained and emphasized: "With the resolution in the Bundesrat, we would like to call on the federal government to further expand photovoltaics when using areas for multiple uses to be creative and finally make progress – not least to achieve our climate protection goals.”
Overall, the federal government still needs to make significant improvements to the expansion of the charging infrastructure - both in public areas and in the private sector. A binding number of charging points to be set up on public areas would have to be determined based on ambitious criteria, Spiegel said in conclusion.

In order to achieve its ambitious climate protection goals, the state wants to provide even greater support to communities and cities in climate protection and adaptation to the effects of climate change. The state government has therefore decided to strive for a “municipal climate pact” together with the municipal umbrella associations. “The increase in extreme weather events such as the devastating catastrophe in the north of the country as a result of climate change can only be cushioned in the long term with consistent climate protection and flood prevention,” explained Climate Protection Minister Anne Spiegel. “We want to achieve climate neutrality in Rhineland-Palatinate between 2035 and 2040. We can only achieve this goal with allies – climate protection is a shared social task. The key players here are our cities and municipalities, because the implementation of the energy transition and climate protection takes place locally in the municipalities. That's why we want to support our cities and communities in climate protection and adaptation to the effects of climate change in concerted action with the relevant institutions in the country and to systematically combine forces for more climate protection: with optimized funding for climate protection and adaptation to the effects of climate change as well as targeted and coordinated consulting services from the Energy Agency Rhineland-Palatinate and the Competence Center for the Impact of Climate Change,” Spiegel continued.
The plan is to quickly define goals, measures and concrete milestones for the success of climate protection and the energy transition with the three municipal umbrella associations, the Association of Municipal Companies (VKU), the responsible ministries, the Rhineland-Palatinate Energy Agency and the Competence Center for the Impact of Climate Change. The state government wants to support municipalities in intensifying the many good approaches that are already underway locally. The state can also benefit from the know-how of the municipalities. “We want to create the first prerequisites for the 'municipal climate pact' as soon as possible and start negotiations with the leading municipal associations,” announced Spiegel. The Council of Ministers therefore commissioned the Climate Protection Ministry at its last meeting before the summer break to begin relevant negotiations.

Another topic from which municipalities and municipal companies can benefit in the long term is the further development of Rhineland-Palatinate into a model region for green hydrogen. “Hydrogen produced in a greenhouse gas-neutral manner will help us achieve our climate protection goals and decarbonize our economy. In this way, we want to combine the future and competitiveness of our state with climate protection. The advantage: Hydrogen can be used in a variety of ways - as an energy source in the electricity, heat and transport sectors, as an energy storage device, but also as a raw material in industry. We want to exploit this 'green treasure' for Rhineland-Palatinate: the hydrogen study that has just been commissioned and an implementation roadmap for the state will create a solid basis for this,” the minister continued.
The municipalities should be heavily involved in the preparation of the study. As a result, the study should result in an implementation-oriented state hydrogen strategy. A sustainable hydrogen economy in the country is associated with considerable potential. The production of green hydrogen from domestic renewable energy sources increases regional added value, provides additional economic stimulus for both industrial hydrogen users and technology companies, and thus strengthens Rhineland-Palatinate as an economic, innovation, research and science location.
Background:
The hydrogen study with roadmap for Rhineland-Palatinate is intended to analyze the current status of hydrogen production and use in the energy industry, the transport sector, industry as well as research and development in the state. In addition, essential development potential for a sustainable hydrogen economy is identified, realistic expansion goals are set and a practical implementation path for Rhineland-Palatinate is shown via the roadmap. At the same time, the necessary new energy regulations are being determined.

Why solar carports?
The demand for electric vehicles is increasing. The population has increased more than fifty-fold worldwide since 2012.
