A glance at the membership list quickly reveals a pattern already familiar from other Chinese initiatives such as the Belt and Road Initiative or the Shanghai Cooperation Organisation. These are predominantly countries of the Global South, which, for geopolitical reasons, economic necessity, or ideological affinity with the Chinese leadership, are seeking to join an alternative technological order. For many of these countries, membership in WAICO is less a statement against the West than a pragmatic answer to the question of who can offer them access to high-performance AI infrastructure at affordable prices.

The simultaneous unveiling of the Kimi K3 model by the Chinese startup Moonshot, which, according to sources close to the conference, is said to be on par with the most advanced models from the US provider Anthropic, underscores the ambition to no longer be second-rate technologically. According to independent assessments, Kimi K3 achieved a place among the four most powerful of 189 models tested worldwide in the so-called Intelligence Index, even surpassing Anthropic's previous top performer, Claude Opus 4.8, while simultaneously being significantly cheaper to operate than comparable Western systems. With approximately 2.8 trillion parameters, Kimi K3 also represents the world's largest openly accessible AI model to date, marking a significant leap over the previous record held by DeepSeek's V4 Pro model with 1.6 trillion parameters. Those who simultaneously preach global openness and consider restricting access to their own cutting-edge technologies risk losing credibility as soon as these contradictions become publicly apparent. Furthermore, the partner states of WAICO face the question of whether they will truly become equal participants in shaping the new order or ultimately fall into a new form of technological dependency that differs structurally only slightly from the criticisms China itself levels against the West. This ambivalence will decisively shape the actual attractiveness and stability of the Chinese model in the coming years.
