The auditors uncover serious flaws in the fundamental planning: a lack of technical standards, inadequate risk management, and insufficient control of the billions of euros in budgets are already turning the project into an incalculable risk. The attempt to modernize the complex federal system using agile start-up methods is proving to be a high-risk maneuver. Paper applications, fax machines in government offices, and waiting weeks for simple certificates – all this has long since become a symbol of a country that sees itself as a technological powerhouse in many areas, yet has stagnated technologically in its public administration. Against this backdrop, the announcement of the creation of an independent Ministry for Digital Affairs and the development of a unified digital infrastructure for the federal, state, and local governments with the so-called Germany Stack was a political signal of considerable significance. The Ministry for Digital Affairs and Public Sector Modernization, headed by Karsten Wildberger, a former top manager in the electronics retail sector, was intended to close precisely this gap. Now, however, a previously unpublished report from the Federal Court of Auditors has surfaced, calling into question the very foundational work upon which the entire project is supposed to be built. The issue is not one of detailed criticism of individual software solutions, but rather the fundamental question of whether such a complex public digitization project can be seriously implemented without clear technical standards.
The Germany Stack is not a single product or an app, but a multi-layered system comprising infrastructure, operating platforms, basic services, and interfaces, intended to serve as the technical backbone for the entire public administration. In principle, the idea is strikingly simple: what is developed once should be reusable everywhere, preventing the 17 federal states and thousands of municipalities from each building their own incompatible, isolated solutions. Basic services such as the BundID for digital identification, the NOOTS verification data system, the FIT-Connect data exchange infrastructure, and a central payment service are to be shared by all levels of government in the future. This foundation is to be gradually established by 2028. However, the problem that the Federal Court of Auditors has now revealed lies precisely in this timeline: anyone who wants to provide a functioning system by 2028 must define the technical standards on which this system is based significantly earlier than has been the case so far.
An audit report that cuts deep into the planning logic of the ministry
The auditors from the Federal Court of Auditors have formulated their criticism in unusually clear language for an oversight body that typically communicates in dry, bureaucratic prose. Essentially, they accuse the Ministry for Digital Affairs of failing to identify the risks and dependencies associated with the project in a timely manner and to develop a robust plan. This is a serious finding, as risk management is considered a fundamental discipline for large-scale projects of this kind, one that should ideally precede construction and not be addressed during implementation. Particularly concerning is the fact that key technical standards for the German IT stack remain undefined to this day, even though initial concrete IT solutions have already been politically approved. Normally, binding standards, interfaces, and architectural principles are defined first, before individual components are built or procured, because otherwise, later adjustments prove costly and technically complex. If construction precedes the definition of the overarching framework, the risk increases significantly that already implemented solutions will not conform to the later standard and will require costly retrofitting or complete redesign. In its report, the Federal Court of Auditors explicitly warns against precisely this scenario of expensive rework, which would ultimately burden taxpayers.

Sixteen federal states, thousands of municipalities, and numerous municipal IT service providers must coordinate if a uniform, nationwide system is to be established. Without clear, binding communication in this complex situation regarding what is already standard and what is still under negotiation, precisely the parallel developments and isolated solutions that the Germany Stack was intended to prevent are likely to result. The auditors therefore urge that the remaining standards and technologies be defined swiftly so that the timeline for deployment at the beginning of 2028 remains realistic.
A control tool that only comes into play once the reform is already underway
Another point of criticism concerns a central project management tool, which was intended to serve as the organizational backbone of the entire administrative modernization process. According to the auditors, this tool is being provided far too late. Specifically, they assume that the responsible departments will only gain access to the tool more than a year after the actual adoption of the so-called Federal Modernization Agenda. This time gap is more than a minor technical issue, because a project management system typically forms the basis for making progress, delays, and resource requirements visible and manageable across various ministries and administrative levels. Without such a tool, the individual departments are essentially operating blind, which further complicates the coordination of such a complex project.
This observation fits into a larger pattern emerging from the audit report: In several places, the impression arises that key management tools are only developed once the actual reform has already begun, instead of being planned as an integral part of the project from the outset. For a project explicitly intended as a model for faster and more efficient administration, such a subordinate approach to its own management tools appears to be a structural contradiction.
Billions spent without comprehensive oversight
The report's third major criticism concerns the financial control of IT expenditures within the framework of administrative modernization. The auditors note that monitoring of these expenditures has so far been limited. Thousands of individual projects apparently could not be reviewed in a timely manner, which is a serious finding given the scale of public funds involved. Adding to the problem is the fact that there are currently no regulations governing whether and how compliance with ministerial conditions attached to funding will be verified later. This means that not only is there a lack of current oversight, but also a lack of the institutional mechanism to retrospectively determine whether taxpayer money has fulfilled its intended purpose.
This combination of delayed audits and a lack of follow-up control mechanisms is problematic from a budgetary perspective. Public digitization projects are traditionally considered particularly susceptible to cost overruns, delays, and technical miscalculations because they must combine complex technical requirements with complex federal responsibilities. This is precisely why effective accompanying financial control is of paramount importance. If this control reaches its capacity limits at an early stage of the project, the risk increases that problems will be detected late or not at all, when corrective action would already be significantly more expensive than early intervention.

The political significance of the Germany Stack can hardly be overstated. Chancellor Friedrich Merz had declared the digitalization of the state one of his government's central domestic reform promises, stating in a government declaration in May 2025 that Germany must become faster, simpler, and more digital—not sometime in the future, but immediately. This rhetoric of urgency now stands in striking contrast to the Federal Court of Auditors' findings that crucial preparatory work is still lacking. A reform project that explicitly set out to overcome outdated bureaucratic slowness now finds itself confronted with the accusation of lacking precisely the thoroughness in its fundamental planning that would actually be a prerequisite for sustainable success.
This discrepancy can be partly explained by the unique circumstances of the Digital Ministry. The ministry was newly established in May 2025 and initially had to consolidate expertise from six different ministries before any substantive work could even begin. More than one hundred positions within the ministry remained vacant a year after its founding, including several in the department responsible for the Germany Stack. Such a young ministry with a significant staff shortage inevitably faces particular challenges when simultaneously tasked with advancing a project as complex as a national IT architecture. These structural initial difficulties at least partially explain why key standard-setting processes have not yet been completed, despite the public communication of concrete timelines.
Between management method and administrative logic
Minister Wildberger's approach to his ministry clearly reflects his previous management career in the consumer electronics industry. He has publicly emphasized his intention to run his ministry like a start-up, with high speed, iterative development steps, and a consultative culture that includes business, academia, and civil society. This approach differs significantly from traditional administrative practice, where standards are typically developed through lengthy, formalized coordination processes between the federal and state governments. Critics in digital policy pointed out early on that the Germany Stack was more of a collection of ideas than a clearly defined technical concept, because even fundamental questions, such as the precise scope between pure software, hardware components, and physical infrastructure, remained unresolved for a long time.
This observation largely aligns with the criticism of the Federal Court of Auditors, even though the two perspectives argue from different angles. While digital policy criticizes the project's conceptual vagueness, the Court of Auditors focuses more on the resulting practical and financial risks. Both lines of criticism, however, converge on the shared diagnosis that a significant gap exists between the project's high political aspirations and the actual maturity of its technical and organizational foundations. It is also noteworthy that civil society has repeatedly criticized the fact that consultation processes for the Germany Stack, while formally announced, were hardly taken seriously in terms of content. This reinforces the impression of a project that promises more participation than it actually delivers.
Why the factor of time is crucial for success or failure
The timeframe until 2028 may seem generous at first glance, but upon closer inspection proves to be quite tight. For a system of this scale to be productively used on time, technical standards must be established not just shortly before the target date, but significantly earlier, so that states, municipalities, and private IT service providers have sufficient time to adapt their own systems. The later binding standards are established, the shorter the window for practical implementation becomes for all those stakeholders who ultimately need to connect to the Germany Stack. Further delays in standardization risk either a postponement of the entire target date or a rushed rollout with corresponding quality risks, a scenario repeatedly observed in similar public administration digitization projects in the past.
A look at previous major IT projects undertaken by the German federal government shows that delays and uncertainty regarding standards often go hand in hand and reinforce each other. If a standard is only defined late, the implementation time usually extends because developments already underway have to be subsequently adapted. This dynamic, in turn, increases the pressure on those responsible to either provide additional resources or postpone the original schedule, which would be particularly politically damaging for such a publicly communicated prestige project. The Court of Auditors' warnings can therefore also be interpreted as an early signal that precisely this risk has already taken concrete form.
The economic dimension of a failing foundation
Beyond the immediate critique of the project, it is worthwhile to consider the macroeconomic significance of a functioning digital administration. For years, inefficient administrative processes in Germany have caused considerable indirect costs because businesses and citizens have to expend time and resources on procedures that could be significantly faster in digitized administrations. Especially for medium-sized companies competing internationally, slow approval processes, multiple data entries, and application processes riddled with breaks in the digital workflow act like a hidden additional tax on entrepreneurial activity. A functioning Germany-wide digital stack could noticeably reduce these inefficiencies by establishing "once-only" principles, where citizens and businesses do not have to submit data to different authorities multiple times.
This is precisely why the Court of Auditors' criticism carries so much weight, as it concerns not just a single IT project, but the question of whether Germany can improve its structural competitiveness in international comparisons. Countries like Estonia, Denmark, and Austria have demonstrated in recent years that consistently digitized public administrations can both reduce administrative costs and increase a country's attractiveness for investment. If Germany continues to fall behind in this comparison, it risks not only bureaucratic inconveniences in the long term, but also tangible economic disadvantages in the competition for international investment and skilled workers.
Between legitimate control and the risk of reform paralysis
Despite the Federal Court of Auditors' justified criticism, it should not be overlooked that auditing bodies naturally tend to argue conservatively and risk-aversely, while innovative large-scale projects almost always involve a certain degree of uncertainty and iterative adjustments. Minister Wildberger's approach of developing standards partly in parallel with implementation, deliberately prioritizing speed over complete planning certainty, follows a logic of agile development methods that is well-established in the technology sector. This method can work for private companies because short-term course corrections are easier to implement organizationally there than in a federal state structure with 16 independent states and a multitude of municipal actors, each with their own interests and legacy technical systems.
It is precisely at this point of friction between private-sector management logic and the realities of state control that the actual conflict arises, as expressed in the Court of Auditors' report. A certain degree of uncertainty and adaptability during implementation is hardly avoidable in a project of this magnitude and should not automatically be considered management failure. However, the situation becomes critical when fundamental principles such as risk management, binding standards, effective control mechanisms, and comprehensive financial monitoring are simultaneously lacking, because individual delays can then reinforce each other, and manageable initial difficulties can develop into a structural problem.
What will be crucial now
The coming months will likely reveal whether the Digital Ministry uses the Federal Court of Auditors' criticism as a constructive wake-up call, or whether the identified weaknesses will solidify into a permanent structural problem for the project. Crucially, the speed with which the remaining technical standards are actually finalized will depend on this, as will whether the associated communication platform will clearly distinguish between binding specifications and those still under development. Equally important is the swift provision of the central project management tool, without which the effective management of such a complex federal undertaking is virtually inconceivable. Finally, it remains to be seen whether the financial oversight of the IT resources deployed can be raised in the foreseeable future to a level commensurate with the scale of public funding involved.
Despite all the justified criticism, the Germany Stack remains a project of considerable strategic importance for the digital future of the German state. Precisely for this reason, the criticism from the Federal Court of Auditors does not deserve knee-jerk political rejection, but rather a serious and substantive examination of the identified weaknesses. Whether this ambitious prestige project ultimately becomes a viable digital foundation for the German administration, or whether it joins the ranks of previous failed administrative digitization projects, will depend largely on whether the fundamental problems now identified are actually resolved within the next two years.
