Bulgaria reached a historic milestone in 2026: joining the Eurozone. With this economic boost, the Balkan state is now launching an unprecedented charm offensive towards Washington. The ambitious goal? To attract billions in US investment for artificial intelligence, high-tech, and nuclear energy. Sofia aims to establish itself as a new European hub for American capital while simultaneously cementing its geopolitical and energy independence from Russia.

But behind the grand political announcements and promising legislative reforms lies a harsh reality check. While the government is actively seeking strategic partnerships, current capital flows and deeply entrenched bureaucratic hurdles tell a different story. This offers a profound insight into a country desperately seeking to transform its geopolitical peripheral position into its ultimate competitive advantage – and encountering significant structural obstacles in the process.

Sofia's charm offensive: When a small Balkan state dreams big of US billions

A country on the edge of the Eurozone is trying to reinvent itself as a hub for American capital – but the ambition is met with a sobering economic reality.

Bulgaria took a historic step at the beginning of 2026, becoming the 21st member of the Eurozone and officially elevating the country to the inner circle of European economic and monetary integration. Against this backdrop, the government in Sofia is now intensifying its efforts to attract American investment capital, specifically in the energy, artificial intelligence, innovation, and high-tech manufacturing sectors. Deputy Prime Minister and Minister of Economy Alexandar Pulev met with representatives of the American Chamber of Commerce in Bulgaria to lay the groundwork for this. What at first glance appears to be a routine diplomatic announcement, upon closer examination reveals itself as an expression of a deeper strategic repositioning by a country attempting to transform its geopolitical and economic peripheral location into a competitive advantage.

Between symbolic politics and concrete reform intentions

The real substance behind the diplomatic gesture lies in concrete institutional measures that go beyond mere declarations of intent.

At the meeting between Pulev, the president of the American Chamber of Commerce, Tommy Ver Elst, and its managing director, Ivan Mihaylov, several structural measures were discussed that go far beyond symbolic gestures. The focus is on accelerating administrative procedures for strategic investors and improving coordination between the relevant government institutions. Pulev emphasized the goal of providing strategic partners with comprehensive administrative support and expedited services. This addresses a long-standing problem in Bulgaria and much of Southeast Europe: the often cumbersome and opaque bureaucracy, which foreign investors regularly cite as the biggest obstacle to investment. Should this reform prove effective, it would be a significant step, as administrative inefficiencies often cost investors more time and money than mere tax rates or labor costs.

Public-private partnerships as leverage for dilapidated infrastructure

A proposed law to mobilize private capital could become the real litmus test for the credibility of Bulgaria's investment strategy.

Of particular note is the draft law on public-private partnerships currently being prepared by the Bulgarian Ministry of Economy. Its aim is to establish a mechanism that mobilizes private capital for infrastructure projects in the energy, transport, and connectivity sectors. Bulgaria already has a long-standing, albeit fragmented, legal tradition in the area of ​​concessions: the 2017 Concessions Act has since formed the central legal basis for construction and service concessions, replacing earlier, more complex regulations from 2006 and 2013. However, past experience shows that most successful public-private projects in Bulgaria have focused on airport and port infrastructure as well as water supply, while more complex projects in the energy and transport sectors have often failed due to institutional fragmentation and a lack of coordination. A new, coherent law could close this gap, but the history of Bulgarian legal reforms in this area is also one of repeated adjustments, which is likely to give investors pause.

Energy as a geopolitical driving force behind Bulgarian-American rapprochement

The real substance of the American-Bulgarian economic relationship is currently unfolding less in Sofia than in energy and security policy.

This latest diplomatic initiative is part of an already ongoing and considerably more concrete cooperation between the two countries in the energy sector. In July 2026, Bulgarian Prime Minister Rumen Radev held a telephone conversation with US Energy Secretary Chris Wright, which focused on diversifying energy supplies in Southeast Europe through improved regional interconnectivity, as well as expanding the vertical gas corridor and constructing new reactor units at the Kozloduy nuclear power plant using American technology. Previously, in the summer of 2025, Bulgarian Energy Minister Zhecho Stankov had met in the US with representatives from Meta, the Clean Energy Buyers Association, and IP3 Corporation to discuss the strategic importance of secure, emission-free energy for the development of large-scale AI data centers and so-called AI gigafactories. These discussions underscore Bulgaria's intention to position itself not only as a production location but also explicitly as an energy and data center hub for the power-hungry AI industry. The expansion of nuclear power in Kozloduy using US reactor technology is of twofold importance: On the one hand, it promises a stable, baseload-capable electricity supply for energy-intensive data centers, and on the other hand, it cements a security policy departure from Russian nuclear technology, which has historically been formative for Bulgaria.

The bare facts behind the investment rhetoric

Before evaluating the political announcements, it is worth taking a look at the actual investment dynamics, which paint a much more nuanced picture than the official rhetoric suggests.

Foreign direct investment in Bulgaria amounted to approximately €3.26 billion in 2025, an increase of 14.2 percent compared to the previous year and marking the fourth consecutive year of growth. The cumulative stock of foreign direct investment in Bulgaria now exceeds €45 billion, representing about 75 percent of Bulgaria's economic output. These figures initially suggest a generally attractive investment climate. However, a closer look at the countries of origin significantly diminishes the importance of the United States: the largest positive net inflows in 2025 came from the Netherlands (€635.9 million), Greece (€476.9 million), and Italy (€315.5 million), while a negative net inflow of €216.5 million was recorded from the United States. Furthermore, the US experienced a net outflow of €150.5 million in the first nine months of 2025. This discrepancy between political rhetoric and actual capital flow is the crux of the matter: While Sofia publicly courts American capital, more money is currently flowing from Bulgaria to the US than vice versa. These figures are indeed distorted by complex corporate accounting, debt instruments, and reinvestments, and therefore cannot be directly equated with real-economy investment decisions, but they do put into perspective the claim that the US is already a dominant investment partner of Bulgaria.

Geopolitical realignment: Bulgaria as a new hub for US technology capital?

The euro as a structural anchor argument for investors

Joining the monetary union fundamentally changes the starting conditions for foreign investors and provides the actual foundation for the new investment offensive.

The European Commission and the European Central Bank gave Bulgaria the green light to adopt the euro on January 1, 2026, in June 2025, after the country had met all convergence criteria. The fixed exchange rate of 1.95583 leva per euro corresponded exactly to the currency board rate that had been in place for decades, meaning that no real economic disruptions were expected as a result of the currency changeover. The European Central Bank itself viewed the accession as proof that membership in the eurozone remains an attractive goal even in times of high geopolitical uncertainty, with the costs and risks of the transition being assessed as low and largely one-off. For American investors, this primarily means the elimination of exchange rate risk within the eurozone, simplified capital planning, and closer regulatory integration with the rest of the European economic area. Combined with the comparatively low corporate tax rate of ten percent, the lowest in the entire European Union, this creates a significant structural argument in favor of Bulgaria as a business location.

Geopolitical motivation: More than just economic development

Behind the economic facade of investment promotion lies a deeper geopolitical calculation that goes far beyond mere location policy.

Bulgaria's increased reliance on American capital and technology is motivated not only by economic factors but also explicitly by security policy considerations. The planned expansion of the Kozloduy nuclear power plant with American reactor technology marks a conscious departure from the historically deep-rooted dependence on Russian nuclear technology, which has shaped Bulgaria's energy infrastructure since Soviet times. At the same time, Economy Minister Pulev explicitly emphasized that the United States is a key partner for Bulgaria, both geopolitically and economically, across several high-value-added sectors. This dual role of the US as a security guarantor and economic partner is typical of the foreign policy orientation of several Eastern European states, which, since Russia's war of aggression against Ukraine, have been consistently restructuring their energy and security architectures in a Western direction. Bulgaria is thus positioning itself as a front-line state in a new transatlantic energy and technology partnership, with its efforts to attract American investment being understood more as an instrument of a broader strategic realignment than as an isolated economic stimulus measure.

Structural hurdles that could stifle ambition

Despite the ambitious reform agenda, significant institutional and legal uncertainties exist that could jeopardize the success of the investment offensive.

The Bulgarian history of public-private partnerships is marked by repeated legislative reforms, from the 1995 Concessions Act through amendments in 2006 and 2013 to the current version from 2017, indicating persistent implementation problems and a degree of legal uncertainty. The World Bank, in its infrastructure benchmarking report on Bulgaria, noted that while the country has a regulatory framework that is fundamentally compliant with EU standards, practical implementation continues to depend on institutional coordination between ministries, municipalities, and state-owned enterprises, which has often been inadequate in the past. Added to this is the general challenge that announcements regarding administrative acceleration in Southeast Europe are traditionally more difficult to implement than to formulate, as deeply entrenched bureaucratic structures, unclear responsibilities, and, in some cases, corruption risks limit actual investment opportunities. American investors, who generally place higher demands on legal certainty, contract enforcement and transparency than, for example, intra-European investors from neighboring countries, are likely to initially view these reform promises with skepticism and make their actual investment decisions dependent on the concrete adoption and practical application of the new partnership law.

Bulgaria's positioning in the regional competition for AI investments

Bulgaria is not competing in a vacuum for American technology capital, but is in direct competition with other Central and Eastern European locations that promote similar location advantages.

Poland, Romania, and the Baltic states have made significant progress in recent years in attracting data centers and AI infrastructure, and in some cases benefit from larger domestic markets, more established digital ecosystems, and lower energy costs. Bulgaria's comparative advantage lies less in market size than in the combination of low labor costs, the lowest corporate tax rate in the EU, its newly acquired Eurozone membership, and its geographical location at the crossroads of Europe, the Black Sea region, and the Middle East. However, for energy-intensive AI infrastructure, particularly for so-called AI gigafactories, the availability of stable, baseload-capable, and ideally low-emission energy is likely to become the decisive location factor. Therefore, the planned expansion of nuclear power in Kozloduy is strategically well-positioned to meet precisely this demand. However, whether Bulgaria is actually able to compete with the significantly more capital-rich and institutionally established locations in Poland or with the established Western European data center locations remains an open question that will only be measured in the coming years by concrete settlement decisions.

An ambivalent investment strategy

Bulgaria's investment drive towards the US is a remarkable example of how a small EU member is attempting to translate geopolitical tailwinds into economic substance, though a significant gap remains between ambition and current reality. The combination of Eurozone accession, announced administrative reforms, a new law on public-private partnerships, and energy cooperation with Washington undoubtedly forms a coherent strategic picture. At the same time, actual investment flows show that the US is currently more of a net recipient of capital from Bulgaria than a net provider, which puts the announcements into perspective and makes their implementation the crucial test. Whether Bulgaria will actually become a preferred destination for American investment in energy and artificial intelligence will depend on whether the promised institutional reforms actually become law and tangible in administrative practice within the next one to two years, rather than ending as yet another chapter in Bulgaria's long history of announced but incompletely implemented reforms.
