On September 22, 2021, the Rhineland-Palatinate state parliament also passed the state solar law. This makes Rhineland-Palatinate the third German state to introduce a solar carport requirement starting in 2023, and the fourth German state with a solar obligation for new commercial buildings.

On Wednesday, July 14, 2021, the state parliament of Rhineland-Palatinate (RLP) debated the state solar law (LSolarG). The “State Law on the Installation of Solar Systems ” primarily affects retail, industry, and trade.

The law stipulates that commercially used open parking lots with 50 or more parking spaces must be equipped covered solar carport system This solar obligation applies from January 1, 2023 .

New commercial buildings are also affected. 60% of the roof area must be covered with solar panels. Alternatively, a solar thermal system is also possible.

Exceptions also exist in Rhineland-Palatinate: The LSolarG (State Solar Act) only applies if at least 100 square meters of the building's usable floor space are covered by the solar panels. The photovoltaic system must also be economically viable. Exemptions from the solar panel requirement continue to include, for example, retirement homes, hospitals, and agricultural operations.

Building owners must inform the building authority within three months of completion of construction by registering the solar system in the market master data register.

“The solar panel mandate for new commercial buildings and new commercial parking lots with more than 50 parking spaces is an important milestone in achieving our PV expansion target. To generate our electricity from wind, solar, biomass, and hydropower by 2030, we need to at least triple the share of solar energy to 7,700 megawatts. The solar panel mandate will significantly support us in this endeavor,” said Climate Protection Minister Anne Spiegel. “As the Climate Protection Ministry, we will support companies in implementing the solar panel mandate : A more detailed state regulation and advisory services, including those offered by the Rhineland-Palatinate Energy Agency, are in the planning stages,” Spiegel continued.

Anne Spiegel, Minister for Climate Protection, Environment, Energy and Mobility: “Online solar cadastre is a milestone for the energy transition”

Minister gives the go-ahead (January 2021) for nationwide online solar cadastre / Climate protection potential on your own roof accessible with just a few clicks.

With the online solar cadastre, the Ministry of the Environment is, for the first time, providing a comprehensive overview of all roof surfaces in the state, making the use of photovoltaics more attractive. This allows all citizens to calculate their individual solar energy potential with just a few clicks and access this information centrally. "The statewide online solar cadastre is a milestone for our solar initiative and the energy transition in the state. It supports citizens in their climate protection efforts at home. The online solar cadastre significantly simplifies access to information by providing a low-threshold initial assessment for building owners. In addition to citizens, businesses, municipalities, and the agricultural sector can also use the solar cadastre to determine their potential," said State Minister Anne Spiegel at the launch of the online solar cadastre.

The integrated economic viability calculator allows for a quick assessment of whether a photovoltaic or solar thermal system is worthwhile and whether it should be supplemented with, for example, a PV storage system, a heat pump, or an electric vehicle for even better output. The results of the online solar cadastre can be used as a basis for the next steps in implementing a PV system, such as contacting a specialist advisor or selecting a qualified company.

Online solar cadastre reveals PV potential

According to data from the State Statistical Office, there are almost 1.2 million residential buildings in the state alone. In addition, there are buildings belonging to municipalities, businesses, and agricultural operations. "This represents a large land resource for the use of solar energy. The online solar cadastre makes it easier for everyone to implement climate protection measures using energy from their own roof and to transparently track the benefits. To guarantee a completely renewable energy supply by 2030, we need to roughly triple the expansion of photovoltaic (PV) installations. Private systems play a particularly important role in this. To achieve our goal, we need approximately 200,000 new systems, both on rooftops and in open areas. The online solar cadastre provides a crucial foundation for this," explained Spiegel. She concluded by adding that solar energy not only protects the climate: it also stimulates the economy, generates added value, and creates jobs in the predominantly rural state of Rhineland-Palatinate.

A significant increase in renewable energy electricity generation capacity has recently been attributable to photovoltaics. It now accounts for approximately 20 percent of the country's electricity production. The Ministry of the Environment is supporting this development with its solar initiative. Electricity supply from renewable energies until 2030

“The Ministry of the Environment is a ministry of the future: Therefore, during our term, we are focusing on the key challenges of climate protection and the preservation of our biodiversity. Regarding promotions, we are implementing a complete restart: All promotion opportunities will be advertised, and all promotions will be based on a legally compliant evaluation process,” said State Minister Anne Spiegel today in Mainz. Since January 1, 2021, she has been jointly responsible with State Secretary Dr. Ulrich Kleemann for the areas of environment, energy, food, and forestry in the state of Rhineland-Palatinate.

Electricity supply from renewable energies by 2030
: “We will only overcome the climate crisis if we ambitiously focus on climate protection, climate adaptation, and the energy transition. We are doing this in Rhineland-Palatinate with the resources available to us. We aim to convert the electricity supply in Rhineland-Palatinate to 100 percent renewable energies by 2030 and are well on our way: More than half of all kilowatt-hours of electricity are already generated from renewable sources. To achieve this goal, we must accelerate the expansion of renewable energies,” said the Minister, announcing the expansion of the solar storage program, for example, by promoting charging points for electric vehicles.

New funding programs for greater climate protection, including wall-mounted charging stations

The Rhineland-Palatinate Ministry of the Environment will soon be supporting wall-mounted charging stations for private households, businesses, and municipalities with a bonus subsidy of €500 per charging point. The prerequisite is that the charging point must be connected to an eligible solar storage system, which the ministry also subsidizes. An additional €4 million is available for the solar storage program, on top of the existing €5 million. "The latest figures show that the solar storage program is effective and supports self-generation of electricity. Since autumn 2019, 4,290 citizens have already submitted applications for solar storage systems, totaling approximately €3.3 million in funding. By comparison, a total of 2,460 systems with storage were installed in Rhineland-Palatinate in 2018," explained Spiegel.

In addition to subsidizing wall-mounted charging stations, the Ministry of the Environment will also support climate-neutral buildings with a climate bonus starting this year. Furthermore, the new "Urban and Rural Green Spaces" funding program will launch in 2021. This program will promote the planting of more greenery to improve the urban climate and biodiversity in residential areas.

The solar storage program in Rhineland-Palatinate

Already around 4,950 applications for solar battery storage / Municipal facilities also benefit from the solar storage program.

“The Ministry of the Environment’s solar storage program strengthens the energy transition at the local level. The vast majority of the approximately 4,950 funding applications submitted so far come from private households. However, businesses, municipalities, and associations can also apply for funding for a PV battery storage system. The municipality of Offenbach recognized the potential of the solar storage program early on and, with its investments in climate-friendly and sustainable energy and storage infrastructure, is a role model for other municipalities in Rhineland-Palatinate,” said State Minister Anne Spiegel during her visit to the Essingen primary school.

With the help of €1,380 in state funding, the primary school has supplemented its 60 kWp photovoltaic system with a newly installed 13.8 kWh battery storage system. This increases the school's self-consumption of electricity. The share of renewable energies in Rhineland-Palatinate has been growing steadily for years: More than half of the kilowatt-hours of electricity generated in the state come from wind, solar, hydro, and biomass. The goal: to cover 100 percent of electricity consumption with renewable energies by 2030. "Schools are among the largest municipal properties and therefore have a correspondingly high demand for electricity and heating. More self-generated PV electricity can be used directly on-site at the school," Spiegel continued. A battery storage system, like the one now used by the Essingen primary school, makes it possible to buffer peak solar power production at midday and use it, for example, to light classrooms in the early morning hours. “In this way, the advantages of a PV system and the high self-consumption rate become tangible for the primary school pupils,” Spiegel explained.

The State Minister encouraged more municipalities to apply for the solar storage program: “Demand for funding is high, which I am very pleased about. For this reason, the solar storage program is currently being extended. In the future, funding for wall-mounted charging stations for electric cars will be available as a further component of the program. This will give municipalities, businesses, and private households the opportunity to increasingly charge their vehicles with self-generated solar power. In this way, they can become part of not only the energy transition but also the transportation transition.”

Since autumn 2019, approximately 4,950 citizens, municipalities, associations, and companies have submitted applications. Of these, 2,543 applications have already been approved, with a total funding amount exceeding two million euros. Thanks to the subsidized solar storage systems, an estimated 9,843 tons of CO2 have been saved annually. Applications for funding are processed by the Rhineland-Palatinate Energy Agency. To achieve greater climate protection, we must change course

“We are in the decade of decision when it comes to climate protection. To stop the climate crisis, we must act ambitiously at all levels today and turn the tide. The Federal Government must finally and significantly demonstrate more commitment and vigor in implementing the energy transition. We must set a clear course for a mobility and heating transition and, above all, establish ambitious targets for sector coupling,” said Minister of State Anne Spiegel today on the occasion of the presentation of Germany’s climate balance sheet.

Rhineland-Palatinate has likely achieved its goal of reducing greenhouse gas emissions by 40 percent compared to 1990 – not least due to the coronavirus pandemic. "In 2018, the target of a 37 percent reduction in greenhouse gases was already within reach," Spiegel continued. The climate balance for Rhineland-Palatinate in 2020 is expected to be available in 2022, as various institutions need to collect and report the figures for carbon dioxide, methane, and nitrous oxide.

The Ministry of the Environment recently published its updated climate protection plan, which includes 107 measures to reduce greenhouse gases such as CO2 in the state. The state administration is setting a prime example in reducing its own greenhouse gas emissions: according to the state climate protection law, it aims to be climate-neutral by 2030, the minister explained. The state forestry service has even committed to achieving climate neutrality by 2025.

Rhineland-Palatinate became the third German state to legally enshrine climate protection in 2014 with its Climate Protection Act

The Rhineland-Palatinate state climate protection concept serves as a key component for greater climate protection in the state and has been under implementation since the end of 2015. Updated at the end of 2020, it comprises 107 measures across eight areas of action, such as "Electricity, Heat Generation and Grids" and "Transport." While not legally binding, it forms an important basis for future political decisions and provides a guideline for action. Achieving climate protection goals is a shared responsibility requiring intensive cooperation with all relevant stakeholders in the state.
To advance climate protection in collaboration with municipalities, the state has entered into a cooperation agreement with the leading municipal associations and will support this effort, among other things, with information on climate change and its impacts from the Competence Center for Climate Change in Trippstadt and, in the energy sector, from the Rhineland-Palatinate Energy Agency.
