Solar obligation in Bremen – Bremen should become a solar city

Along with Hamburg, Berlin, Schleswig-Holstein and Baden-Württemberg, Bremen is another federal state that wants to introduce mandatory photovoltaic installations.

Currently, approximately 44 megawatts (MW) of solar power plants are installed in Bremen. According to studies from the solar roof cadastre, a theoretical peak output of 1550 MW and an annual electricity generation of 1410 gigawatt hours are possible on rooftops in Bremen and Bremerhaven alone. Furthermore, the annual expansion of photovoltaic capacity is to be increased from the current 2.5 megawatts to 10 gigawatts annually.
What is a solar cadastre?
More and more cities and municipalities are offering such solar cadastres online. These are information systems designed to show homeowners at a glance whether it makes sense to install a solar system on their roof.
A solar atlas, also called a solar cadastre, is a representation based on maps or aerial photographs and georeferenced data of areas suitable for the use of solar energy, both solar thermal and photovoltaic.
A solar cadastre is generally publicly available online. Building and roof surfaces are usually color-coded according to their orientation and tilt. Solar atlases are created by municipalities, energy companies, or federal states to inform homeowners about the economic viability of their buildings for solar energy use. The first solar atlas in Germany was created in Osnabrück. Anyone wishing to assess their own house simply needs to enter their address in the provided online form and will receive the results immediately.
Why is solar panel mandatory in Bremen and Bremerhaven?
The obligation to use solar energy is not new. Baden-Württemberg was the first German state to introduce it, and Schleswig-Holstein is following suit.

“The use of solar energy for hot water preparation and electricity generation makes an important contribution to saving fossil fuels and thus to climate protection,” said Senator for Climate Protection, Environment, Mobility, Urban Development and Housing, Dr. Maike Schaefer.
How far does the solar panel mandate go in Bremen?
Bremen, like Hamburg, is going a step further. While Baden-Württemberg mandatory solar panels for new non-residential buildings starting in 2022, Bremen and Hamburg are applying this requirement to all new buildings! As in Baden-Württemberg, this also affects existing buildings undergoing comprehensive roof renovations. The exact procedures for these cases and when the regulation will come into effect are currently unclear. The resolution was passed by the Bremen Parliament on June 10, 2020.
In Bremen, for example, 387 new buildings with a total of 1,956 apartments were constructed in 2019. These buildings are also subject to the photovoltaic requirement. In addition, there are numerous commercial buildings.
Similar to Baden-Württemberg and Berlin, photovoltaic systems are to be expanded for parking lot roofs, as well as for facades and open spaces. The aim is to transform Bremen and Bremerhaven into "solar cities.".
“With this decision, solar energy will become the standard in Bremen and Bremerhaven. This is a success for the energy transition,” explains Philipp Bruck, spokesperson for climate, energy, and animal policy for the Bremen Parliament. “The conditions are favorable. Prices for photovoltaic systems have fallen considerably. Those who use a lot of their self-generated solar energy for electricity and heat production will quickly recoup their costs and become less dependent on electricity price fluctuations.”.
When will the solar panel mandate be implemented and how?
That's not yet settled! While the Bremen Parliament (Landtag) has passed the resolution, implementation is the responsibility of the Senate (government). The Building and Environment Authority, headed by the Senator for Climate Protection, Environment, Mobility, Urban Development and Housing, Dr. Maike Schaefer, is in charge. A corresponding legal text is currently being drafted in coordination with other authorities.
