The U.S. military has intensified its logistics exercises in East Asia as a direct response to China's growing assertiveness in the South China Sea and around Taiwan. General Randall Reed, commander of TRANSCOM, announced during a visit to East Asia a series of summer exercises aimed at "testing the current logistics architecture and infrastructure that provides sustained freedom of movement in the region and for the joint force." This strategic realignment underscores the critical role of logistics in maintaining American power projection across the vast distances of the Pacific.
The significance of these exercises is heightened by geopolitical realities. Washington and its regional partners have intensified their joint exercises in response to China's growing assertions in disputed territories. TRANSCOM is responsible not only for coordinating the global forward deployment of weapons and equipment but also for resupply in the event of conflict. The current exercises aim to demonstrate the ability to “rapidly mobilize forces and then deploy them from the United States to various locations throughout the region.” This capability is especially critical given that a conflict with China would have an insatiable appetite for reinforcements, ammunition, and supplies, most of which would have to be transported over 6,500 miles from the West Coast to the Western Pacific.

Mobility Guardian 2025
The Mobility Guardian exercise is the centerpiece of the American logistics strategy in the Indo-Pacific. This biennial exercise was first conducted in the Indo-Pacific in 2023 and involved forces from Australia, the United Kingdom, Canada, New Zealand, France, and Japan. The exercise moved 15,000 U.S. and international troops across a 3,000-mile training area using 70 aircraft for resupply missions, aerial refueling, and medical evacuations.
This year's iteration of Mobility Guardian aims to test tactics, techniques, and procedures with allies and partners and to improve connectivity between different locations in the region. This exercise is particularly significant because it demonstrates the U.S. ability to rapidly redeploy forces from American territory to various points in the Indo-Pacific, a core capability for deterrence and crisis response.
Project Carabao
Project Carabao, conducted from April 25 to May 4, 2025, at Andersen Air Force Base in Guam and Saipan International Airport, demonstrated expeditionary logistics capabilities in contested and dispersed environments. This high-intensity training exercise between the 36th Wing and the 436th Airlift Wing validated key expeditionary logistics concepts critical for maintaining air power projection in the vast Pacific Theater.
The exercise centered on the C-5M Super Galaxy and a series of realistic, mission-oriented scenarios, particularly wet-wing refueling operations on Guam and Saipan to simulate the establishment of forward refueling sites. These activities directly support the Agile Combat Employment (ACE) doctrine, ensuring that forces can rapidly operate and sustain operations from distributed, barren locations in the theater.
Talisman Sabre
The Talisman Sabre exercise in Australia has become one of the largest logistics exercises in recent history. The 2023 exercise was described as “an order of magnitude larger than anything ever done before.” U.S. forces demonstrated a key capability for maintaining a free and open Indo-Pacific by successfully conducting a joint petroleum over-the-shore operation in Weipa, Australia.
The operation involved constructing a three-mile-long fuel and water pipeline using 19-foot pipes from forward depots in the theater. More than 200 soldiers and sailors connected the land pipeline to 175,000-gallon tanks aboard Australian commercial landing craft approximately 1,000 meters offshore. This capability is particularly important for overcoming the unique logistical challenges of the Indo-Pacific and can be used for both combat and humanitarian relief operations.
Challenges and adjustments
Geographical and strategic challenges
The Pacific Ocean represents the greatest distances in the world, creating unique logistical challenges. As a RAND report highlights, while the United States possesses the greatest power projection capabilities globally, with unparalleled numbers of cargo aircraft, air tankers, and support vessels, the Pacific Ocean presents the greatest distances on the planet. This geographical reality necessitates innovative approaches to logistics, particularly for intra-theatre transportation within the INDOPACOM area.
The armed forces have recognized that traditional logistics approaches need to be adapted. While TRANSCOM remains responsible for transporting logistics from the continental United States to key access points in the Pacific such as Korea, Japan, Guam, and northern Australia, it is less clear which organization will ultimately "own" transportation within the INDOPACOM theater.
Contested logistics
The concept of “contested logistics” has become a central concern for military planners. This refers to the understanding that an adversary power like China or Russia will target, harass, and cripple production and supply lines. In response, the Army has established a Contested Logistics Cross-Functional Team in Huntsville, Alabama.
This new paradigm requires that logistical operations be treated as a combat function. As Brigadier General Jered Helwig, commander of the Army's 8th Theater Sustainment Command, emphasized: “We need to rehearse sustainment at scale and treat logistics as a combat function while rehearsing it as part of our campaign management.”.
Fleet modernization
A critical issue addressed by General Reed is the age of the American Sealift fleet. He acknowledged that the Military Sealift Command's fleet is "capable, but aging." "We need to get newer and more modern vessels for the crews," Reed said, emphasizing the need to increase the capacity for the rapid movement of personnel and equipment across the vast region.
This challenge is particularly significant given the demands of the Indo-Pacific. The Army is modernizing its fleet by replacing outdated Vietnam-era LCM-8 landing craft with the new Maneuver Support Vessel Light (MSV(L)), which can carry the equivalent of a single tank. A replacement for larger landing craft, the proposed MSV (Heavy), is also under development; this vessel could carry the equivalent of about a dozen or more tanks.
Technological innovations and information exchange
Data-based logistics planning
Exercise Talisman Sabre 2023 marked a significant advancement in the application of technology to logistical operations. U.S. Army network specialists successfully tested an information-sharing system that provided commanders with a clearer understanding of their supplies and logistical needs. This system, known as the “persistent common operational picture,” was designed to answer three critical questions with data: “How far can I fight? How long can I fight? And what can I do with the resources I have?”
Developing these capabilities required extensive backend data processing and new visualizations to enable theater-sustainment commands and all the units that rely on them to operate more effectively. The focus was on the logistics and sustainment aspects of operations, highlighting the critical importance of information sharing in modern military operations.
Agile Combat Employment
The exercises also advanced the implementation of Agile Combat Employment (ACE) concepts. As Project Carabao demonstrated, these concepts enable armed forces to operate rapidly and sustain operations from distributed, barren locations. This flexibility is crucial for survival and success in contested environments, where traditional large bases could be vulnerable to enemy attacks.
Innovative transport solutions
Exercise Keen Sword 2024 showcased innovative approaches to ground transportation. The 35th Logistics Readiness Squadron established new transportation routes to Japan Air Self-Defense Force Chitose Air Base in Hokkaido, streamlining operations and improving efficiency. This innovation involved re-evaluating traditional transportation methods and adapting them to real-time conditions, finding smarter, faster ways to move vital resources.
A particularly impressive example was the demonstration of speed: two operators managed to travel to Chitose, deliver everything necessary, and return to Misawa in less than 12 hours. This shows how quickly a logistical presence can be projected into Hokkaido, which is crucial for regional security.
International cooperation and partnership development
Bilateral cooperation
The logistical exercises highlighted the importance of bilateral cooperation. During his multi-day tour, General Reed visited the AFP General Headquarters at Camp Aguinaldo, Quezon City, where he was received by Lieutenant General Jimmy Larida, AFP Deputy Chief of Staff. The two officers explored initiatives to enhance maritime domain awareness and strengthen cyber defense capabilities through bilateral exercises in response to evolving security challenges.
This cooperation also extends to the Philippines and the USA, which are actively involved in the Indo-Pacific Industrial Reliance Forum, a multilateral forum of 14 Indo-Pacific and Euro-Atlantic partners working together to accelerate Indo-Pacific contributions to defense industrial base resilience.
Multinational exercises
The Mobility Guardian exercise has evolved into a truly multinational endeavor. The 2023 iteration included not only the United States, but also armed forces from Australia, the United Kingdom, Canada, New Zealand, France, and Japan. This broad international participation reflects a shared interest in maintaining regional stability and enhancing collective defense capabilities.
The multinational aspects of these exercises are particularly important for standardizing procedures and improving interoperability. As General Reed emphasized, the exercises aim to “test tactics, techniques, and procedures with allies and partners” and “improve connectivity between different locations across the region.”.
