🌍 After a lengthy preparatory phase, the “Solar Package 1” was suddenly passed with remarkable speed by the Bundestag and Bundesrat. The adoption of this legislative package last Friday initiates the implementation of most of its provisions as soon as it is published in the Federal Law Code.
Last week was dominated by the implementation of the "Solar Package 1." It began on Monday with a detailed hearing, followed on Wednesday by the Bundestag's Committee on Climate Protection and Energy's approval of the amended draft, which then recommended its adoption by the Bundestag. The vote took place on Friday, with only members of the SPD, the Greens, and the FDP voting in favor of the package. Shortly thereafter, the Bundesrat (Federal Council) approved the legislation. Now, only the signature of the Federal President is needed, after which it will be published in the Federal Law Gazette and almost all of its provisions will come into force the following day.
The adoption of the “Solar Package 1” facilitates easier access to affordable solar power for tenants, property owners, and businesses. The solar industry anticipates a significant increase in investments in rooftop and ground-mounted photovoltaic systems, driven by the improved investment conditions. Despite these positive prospects, the industry emphasizes the need for further reforms to pave the way for a more sustainable energy future.
There are currently almost four million solar power systems in operation in Germany. Together, they cover around 12 percent of domestic electricity consumption. The goal of the governing coalition is to reach around 30 percent within ten years.
“Whether for tenants, property owners, farmers or entrepreneurs – access to affordable solar power will become significantly easier,” explains Carsten Körnig, Managing Director of BSW-Solar. “From small plug-in solar devices on balconies, to solar power plants on industrial buildings, to megawatt solar parks – now solar power generation can increase even further.”
The “Solar Package 1” passed by the Bundestag represents a significant step in Germany’s efforts to promote the use of renewable energies and thus contribute to climate protection. The package’s central elements aim to substantially accelerate the expansion of solar energy and facilitate access to solar power for a broader segment of society. “A second solar package is needed this year to increase the newly installed PV capacity from 15 gigawatts last year to 22 gigawatts annually from 2026 onwards, in accordance with the plans of the traffic light coalition,” said Körnig.
