☀️ The path to a solar future: The solar package for transforming the energy supply

The energy transition is at the heart of global efforts to combat climate change and secure a sustainable future. Solar power plays a key role in this. In this context, the solar package is a crucial initiative to facilitate the expansion of photovoltaics (PV) and thereby create a sustainable, reliable, and affordable energy landscape.

To achieve the ambitious expansion targets, the Cabinet adopted a key solar package on August 16, 2023. This legislative package, based on a broad consultation process with the industry, implements key aspects of the photovoltaic strategy presented by the Federal Ministry for Economic Affairs and Climate Action (BMWK) in May 2023.

“By 2030, Germany plans to expand its PV capacity to 215 GW by tripling the annual addition from 7.5 GW in 2022 to 22 GW in 2026. The aim is to distribute this addition evenly between rooftop installations and ground-mounted systems.”

📘 The solar package: An overview

The solar package is a collection of measures and guidelines designed to accelerate the development and installation of solar power systems, both on open land and on the roofs of commercial buildings. By creating favorable conditions and removing bureaucratic hurdles, it significantly speeds up the transition to a greener energy supply.

🌞 Facilitating the expansion of photovoltaic systems

One of the primary objectives of the solar package is to simplify and promote the expansion of photovoltaic systems. This is achieved by improving permitting procedures and providing financial incentives that make investments in solar technology more attractive. It represents a crucial step towards increasing the share of renewable energies in the overall energy mix.

🌱 Strengthening the development of open-space facilities

Ground-mounted solar power plants play a crucial role in solar energy generation. The solar package aims to accelerate the development of such plants through clearer guidelines and simplified permitting processes. Particular emphasis is placed on utilizing previously altered or less usable areas, such as disused industrial sites or areas along transport routes, in order to protect nature and landscapes.

“A new tender segment is being introduced for special photovoltaic (PV) systems such as agri-PV, parking lot PV, floating PV, and peatland PV, which enable the efficient multiple use of land. This segment envisages an annual capacity increase of up to 3,000 MW to promote the expansion of solar energy without increasing land requirements. If the capacity cannot be fully utilized by these special PV systems, traditional ground-mounted systems will be used as a substitute to achieve the set targets.”

🏭 Funding for PV systems on commercial roofs

Commercial properties offer enormous potential for the installation of photovoltaic systems. The solar package includes specific measures to support the expansion of solar installations on commercial roofs. These include financial incentives and technical support for companies wishing to invest in solar energy systems. This initiative not only improves the energy efficiency of buildings but also makes a valuable contribution to environmental protection.

“Currently, installations with a capacity exceeding 100 kW are required to market their energy directly. If self-consumption is high, the revenue from the fed-in energy is often lower than the costs of direct marketing, leading to smaller installations despite available space. As a solution for a specific segment of installation operators, the ‘free feed-in tariff’ is being introduced. This allows operators who were previously obligated to market their surplus electricity to supply it to the grid operator without compensation, but also free of the direct marketing costs.”

👥 Citizen participation in the expansion of photovoltaics

The active involvement of citizens is essential for the success of the energy transition. The solar package places great emphasis on public participation and offers opportunities for financial investment or the establishment of energy cooperatives. This not only strengthens awareness and acceptance of renewable energies but also enables people to directly benefit from the economic advantages of solar energy.

“The commissioning of balcony photovoltaic (PV) systems will be simplified by reducing bureaucratic hurdles. Registration with the grid operator prior to commissioning will be eliminated, and the data required for the market master data register will be minimized. For a transitional period, backward-running meters will be tolerated until a suitable bidirectional meter is installed. Furthermore, efforts are underway to simplify the connection of balcony PV systems using standard household plugs, with the specific regulations for this being defined by technical standards outside of legislation, specifically by the VDE (DKE). To avoid conflicts in apartment buildings that already have rooftop PV systems, exceptions will be introduced for the aggregation of systems, ensuring that the addition of balcony PV systems does not lead to undesirable exceedances of limit values.”

🏠 Accelerating the expansion of rooftop PV

In addition to promoting ground-mounted and commercial rooftop installations, the solar package focuses particularly on accelerating the expansion of photovoltaic systems on residential buildings. Targeted measures are being introduced to encourage homeowners to install solar modules on their roofs. These include financial incentives, technical advice, and the simplification of administrative processes.

⚡️🔌Accelerated grid connections for systems up to 30 kW

The simplified grid connection procedure is now being extended to systems with a capacity of up to 30 kW, which represents an increase from the previous limit of 10.8 kW.

💼Simplifying direct marketing for systems up to 25 kW

The requirements for the technical equipment of systems with a capacity of up to 25 kW that participate in direct marketing are being reduced. This is based on the practice of direct marketing companies, which generally only implement intervention-based control measures for larger systems. Therefore, it is not necessary to legally establish strict technical specifications for smaller systems that affect the relationship between system operators and direct marketing companies. Relaxing the regulations makes direct marketing more attractive for smaller photovoltaic systems. However, individual contracts can still include agreements for control, for example, via a smart meter.

🌍 The importance of the solar package for the energy transition

The solar package represents a crucial building block for the energy transition and the move towards a climate-neutral society. By promoting solar energy generation, not only will CO2 emissions be significantly reduced, but dependence on fossil fuels will also be lessened. Furthermore, it contributes to a decentralization of the energy supply by enabling citizens and businesses to produce and consume their own energy.

💼 Contribution to climate goals and economic stimulus

The implementation of the solar package is not only important for meeting international climate targets, but also offers significant economic opportunities. Investments in solar technology create jobs, promote technological innovation, and strengthen local economies. In the long term, the solar package helps to reduce energy costs and increase energy security.

Despite the promising aspects of the solar package, we still face challenges. These include ensuring sufficient grid capacity, integrating solar power into the existing energy system, and managing peak loads.
