More than fifty million tons of rock are said to lie there – a volume that, at first glance, sounds like an industrial revolution. Whether this will actually amount to more than a footnote in European raw materials policy will depend in the coming years on how quickly capital, permits, and industrial processing capacity can be secured.
A raw material that hardly anyone knows about, but everyone needs
Magnesium remains largely unknown to the public. Given its true industrial importance, this is a significant mismatch. The silvery-white, lightweight metal is the lightest of all structural metals and is primarily used in alloys with aluminum to make components lighter and therefore more energy-efficient. The automotive industry uses magnesium alloys for transmission housings, steering wheels, and increasingly for structural components in electric vehicles, where every kilogram saved improves range. The metal is indispensable in the aerospace industry for similar reasons. The steel industry also requires magnesium compounds as desulfurizing agents, and magnesium hydroxide is used in the construction industry and in flame retardants. Anyone wanting to understand why a quarry in Transylvania has suddenly acquired geopolitical relevance must first grasp that magnesium is a silent yet ubiquitous foundation of modern industrial production.
The number that makes Brussels nervous
The real significance of the Romanian announcement lies not in the rock itself, but in the structure of the global market. According to the European Commission, China controls approximately 97 percent of the European Union's magnesium supply. Other surveys by the European Court of Auditors and independent institutes arrive at similarly high figures between 90 and 97 percent, depending on whether refined, recycled, or unprocessed magnesium is considered. This concentration is the result of historical development and is economically rational: Chinese manufacturers benefit from low energy costs, laxer environmental regulations in the past, and economies of scale built up over decades in energy-intensive silicon thermal energy production. For European industrial companies, this dependence represents a structural risk that has manifested itself painfully several times in recent years – for example, in 2021, when Chinese export restrictions caused short-term bottlenecks in the European automotive supply industry, and plants in Germany feared temporary production outages.
Between beacon of hope and raw material reality
Despite the justified attention given to the Romanian project, a sober look at the actual scale is worthwhile. The communicated fifty million tons refer to magnesite-bearing rock or magnesium-bearing serpentinites, not to pure magnesium metal. Depending on their composition, the actual metal content of such rocks is typically only a fraction of the total mass, meaning that the impressive quantity of raw material ultimately yields significantly less usable material. Between blasting the rock in the quarry and producing a finished magnesium product lie complex metallurgical processes, from crushing and chemical processing to the actual reduction to metal. The Romanian company Mineral Project Invest is therefore realistically planning to initially produce not magnesium metal, but rather magnesium hydroxide and high-purity magnesium oxide – two intermediate products with their own, quite attractive markets in the construction chemicals, cable, and steel metallurgy industries.

From quarry to factory: An ambitious Romanian plan
What distinguishes the Rășinari-Săliște project from traditional mining ventures is its stated ambition not only to extract raw materials but also to establish a complete industrial value chain within the country. The crushed ore from Valea Dobra will be pre-crushed directly on site and then transported to the planned processing plant in Săliște. In the first phase of development, magnesium hydroxide and magnesium oxide will be produced; the latter is used, among other things, as a refractory material in the steel industry and in cement production. Only in a potential later phase is the production of metallic magnesium, the true flagship product with the greatest industrial demand, planned. This approach—first gaining experience, cash flow, and references with less capital-intensive intermediate products before venturing into the more expensive and technically demanding step of metal production—follows a demonstrably conservative investment logic and increases the likelihood of the project's actual realization.
Four hundred million euros, spread over many years
Mineral Project Invest is budgeting for investments exceeding four hundred million euros to fully develop all project phases. While this sum seems moderate compared to large-scale projects in the battery or semiconductor industries, it represents a considerable undertaking for a Romanian company with entirely domestic capital. The extent to which European funding, such as from the program to strengthen strategic raw material projects, will be used for financing is not yet publicly known. However, given the political priority Brussels has assigned to magnesium, support through EU instruments appears likely. The crucial factor will be whether private investors and banks are willing to commit long-term in light of volatile commodity prices and a global market characterized by Chinese dumping. This is precisely where other European raw material projects have failed or been delayed, as profitability came under pressure as soon as Chinese suppliers lowered their prices.
Cable car instead of truck convoy: An unusual logistics concept
The planned transport solution between the quarry and the processing plant is noteworthy. Instead of relying on a permanent convoy of heavy trucks, the company is planning a cable car-like conveyor system in combination with electrically powered dump trucks. This decision is not only ecologically motivated, but also based on practical considerations: The topographically challenging location in the wooded hills of Transylvania would require a comprehensive expansion of the road network, which would cost time, money, and permitting processes. The cable car concept will significantly reduce emissions, noise, and dust pollution for the surrounding communities – an aspect that can hardly be underestimated given the already critical public perception of mining projects in Romania (one need only recall the decades-long controversies surrounding the Roșia Montană gold mine). For raw material projects in Europe, public acceptance is now just as crucial as technical and economic feasibility.
Brussels' grand plan: Between ambition and feasibility
The Romanian project fits perfectly into the European Union's industrial policy agenda. With the Critical Raw Materials Act, adopted in 2024, Brussels formulated concrete quantitative targets for European raw material autonomy for the first time. By 2030, at least ten percent of the annual consumption of strategic raw materials is to be covered by domestic production within the Union, forty percent by processing in Europe, and twenty-five percent by recycling. Furthermore, no single third country should be allowed to supply more than sixty-five percent of Europe's demand for any given strategic raw material. In the case of magnesium, where the Chinese import quota currently stands at around ninety-seven percent, the gap to this target is enormous, which explains the Commission's view of the urgency of the issue. To accelerate such projects, the Act defined so-called strategic projects, for which shortened approval periods apply: twenty-seven months for extraction projects and fifteen months for processing and recycling projects. Whether the Romanian magnesium project is formally recognized as a strategic EU project is an important indicator of how seriously Brussels takes this specific undertaking.
Why a single deposit does not create independence
In the raw materials industry, experience shows that there is a long road between a granted mining permit and a truly functioning, competitive supply chain. First, detailed geological surveys must confirm the economically viable quantities and metal grades; these values often turn out to be lower in practice than in initial estimates. This is followed by the construction of the actual infrastructure: quarry, processing plant, energy supply, and transport routes – a process that, in Europe, often takes years due to strict environmental regulations, frequent public participation processes, and complex permitting structures. Even once the facilities are completed, production must compete in a global market where Chinese manufacturers have traditionally been able to produce more cheaply due to lower energy costs and established economies of scale. European projects are therefore particularly dependent on reliable political frameworks, such as purchase guarantees, tariff protection against dumping imports, or direct government subsidies, to survive economically in the global price war.
