Strategic technology location: OpenAI invests in Abu Dhabi

AI innovation meets oil wealth: OpenAI expands into the Gulf region

A significant development in the technological landscape is on the horizon: OpenAI plans to build a gigantic AI data center in Abu Dhabi, which is expected to be among the largest in the world. With a projected capacity of 5 gigawatts across an area of approximately 26 square kilometers, this facility is intended to set new standards in global AI infrastructure and solidify the strategic position of the United Arab Emirates (UAE) as an emerging technology hub. This development is part of a series of collaborations between Western technology companies and the oil-rich Gulf states, which are increasingly seeking their economic future beyond fossil fuels.

The gigantic data center in Abu Dhabi

OpenAI's planned facility in Abu Dhabi is slated to have an impressive power capacity of 5 gigawatts, equivalent to the energy consumption of approximately five nuclear power plants. This monumental infrastructure would cover an area of roughly 26 square kilometers – a technological oasis in the middle of the desert landscape, larger than even the state of Monaco.

The planned facility is part of a collaboration between OpenAI and the Abu Dhabi-based technology company G42, which has close ties to the UAE government. Bloomberg reports that OpenAI is slated to be one of the primary anchor tenants for this data center campus, with an official announcement expected soon. While the AI company's involvement is not yet finalized, the project is already the focus of intensive discussions between U.S. and Emirati government officials.

The sheer scale of the project becomes particularly clear when compared: While the first Stargate data center in Texas is planned with a capacity of 1.2 gigawatts, the facility in the UAE would more than quadruple that capacity. This underscores the importance that OpenAI and its partners attach to this undertaking.

Technical specifications and infrastructure

The data center's technical infrastructure is designed to meet the enormous demands of modern AI applications. Construction is being led by G42 and will initially begin with a 1-gigawatt data center housing 500,000 of the latest Nvidia processors. This impressive concentration of computing power reflects the exponentially growing need for computing capacity to train and operate advanced AI models.

The Stargate Initiative: OpenAI's global strategy

The planned data center in Abu Dhabi is not an isolated project, but rather part of OpenAI's ambitious "Stargate" initiative. This global infrastructure program, announced in January 2025, envisions a total investment of US$500 billion over four years. Its goal is to build a worldwide network of high-performance computing centers that will serve as the foundation for the next generation of AI applications.

The initiative began with an initial investment of $100 billion for a data center in Abilene, Texas. The significantly larger facility in the UAE illustrates how rapidly OpenAI is advancing its global ambitions. The Stargate initiative is financed and implemented by a consortium that includes OpenAI, SoftBank as a financial partner, Oracle as an infrastructure partner, and MGX as an Emirati investment vehicle.

OpenAI for Countries

As part of the Stargate initiative, OpenAI recently launched the “OpenAI for Countries” program. This program aims to establish partnerships with governments worldwide to build local AI infrastructures based on democratic principles. Through these partnerships, OpenAI promises to assist in building data centers, provide customized ChatGPT versions for each country, further develop security controls for AI models, and establish local startup funds.

This initiative can be understood as a strategic counter-proposal to authoritarian AI developments and aims to offer countries an alternative based on democratic principles. The partnership with the UAE appears to be a first concrete step in this global strategy.

Strategic partnerships and investments

The relationship between OpenAI and the UAE has a history. Back in 2023, OpenAI partnered with the Abu Dhabi-based AI company G42. This collaboration was supported by a significant $1.5 billion investment from Microsoft, one of OpenAI's major investors. Further evidence of the close connection between OpenAI and the UAE is the participation of the Emirati investment vehicle MGX in a recent OpenAI funding round.

G42, headed by Sheikh Tahnoon bin Zayed al-Nahyan, the UAE's National Security Advisor and brother of the head of state, plays a central role in this partnership. The company has established itself as a major player in artificial intelligence in recent years and has important connections to the UAE government.

The role of Microsoft and other partners

Microsoft has solidified its position in this network through a significant $1.5 billion investment in G42. Brad Smith, the President of Microsoft, has also joined G42's Board of Directors. This close collaboration between Microsoft, OpenAI, and G42 underscores the strategic importance of the region for the global AI ambitions of the participating companies.

Besides Microsoft, other prominent technology companies such as SoftBank and Oracle are also involved in the project. SoftBank founder Masayoshi Son has been appointed chairman of the Stargate project, while Oracle serves as a key infrastructure partner. This broad coalition of technology giants underscores the massive economic and strategic interest in developing global AI infrastructures.

Abu Dhabi on its way to becoming the world's most powerful AI hub

Geopolitical dimension and US-Emirati cooperation

The development of the data center in Abu Dhabi is part of a broader collaboration between the US and the UAE in the field of artificial intelligence. On May 16, 2025, the two countries signed an agreement enabling the UAE to build the largest AI campus outside the US. This agreement was announced during US President Donald Trump's visit to the UAE.

The Trump administration has relaxed the export restrictions on high-performance chips established under the previous administration and is instead relying on bilateral agreements with individual countries. The UAE appears to be the first country to benefit from this new policy. US Commerce Secretary Howard Lutnick described the agreement as "an important milestone on the path to realizing President Trump's vision of US AI dominance.".

Geopolitical concerns and security aspects

The cooperation between OpenAI and G42 is not without controversy. Concerns have been raised in the US that G42 could be a gateway for Chinese technology transfer. This stems from the company's past connections to Chinese firms such as Huawei and the Beijing Genomics Institute, which are on US sanctions lists.

In response to political pressure, G42 announced a strategic realignment in early 2024: CEO Peng Xiao stated that all previous Chinese investments had been abandoned and that the company no longer had a physical presence in China. The UAE also committed to “protecting advanced AI technologies by implementing strict measures to prevent diversion and ensure controlled access to the technology.”.

Economic and strategic importance

For OpenAI, the construction of the data center in Abu Dhabi represents a crucial expansion of its infrastructure, necessary to keep pace with the exponential growth in the demand for computing power for AI models. The availability of sufficient computing capacity has become a critical factor for the advancement of AI technologies, and companies like OpenAI are seeking opportunities worldwide to expand their capabilities.

The UAE, in turn, sees the project as an opportunity to establish itself as a leading location for AI technology and to diversify its economic base beyond the traditional oil industry. Dubai has already established itself as a hub for emerging technologies such as cryptocurrencies and the metaverse, and the introduction of a free zone in Ras Al Khaimah specifically for companies in the fields of digital and virtual assets, blockchain, Web3, and AI underscores this development path.

Computing power as a strategic resource

The Stargate project illustrates how computing power is increasingly becoming a strategic resource, similar to oil or other natural resources. Whoever controls the data centers where AI models are trained has a decisive influence on the development of this technology. The UAE is attempting to secure an advantageous position in this race by making massive investments in the relevant infrastructure.

For OpenAI, access to this infrastructure means less dependence on external suppliers like Nvidia, the current global leader in semiconductor technology. Control over its own infrastructure could allow OpenAI to become more independent and flexible in developing its AI models.

Significance for the global AI landscape

The planned data center in Abu Dhabi could mark a turning point in the global AI landscape. The sheer size and power of the facility would make Abu Dhabi a central hub for AI development and could shift the balance in the AI world, which has so far been dominated by the US and China.

The Stargate initiative and the “OpenAI for Countries” program indicate that OpenAI aims to play a leading role in shaping the global AI infrastructure. Collaborating with governments worldwide could help promote a democratic approach to AI development while simultaneously strengthening OpenAI's position as a leader in this field.

The developments in Abu Dhabi also illustrate the increasing interconnectedness of technology, politics, and economics. The boundaries between these areas are becoming increasingly blurred, and companies like OpenAI are playing an ever more important role in shaping international relations and economic structures.

Technology, politics and power: The global significance of OpenAI's data center

OpenAI's plans for a gigantic AI data center in Abu Dhabi mark a significant step in the global development of AI infrastructure. With a projected capacity of 5 gigawatts across an area of 26 square kilometers, this facility would set new standards and strengthen the UAE's position as an emerging hub for technology and innovation.

The collaboration between OpenAI, G42, and other partners such as Microsoft, SoftBank, and Oracle illustrates the complex networks emerging in the field of AI technology. At the same time, the project raises questions about the geopolitical dimension of AI infrastructures and highlights the growing importance of computing power as a strategic resource.

In an era where the boundaries between technology, politics, and economics are increasingly blurred, the data center in Abu Dhabi could become a symbol of the reshaping global technology landscape. Whether the project develops into a showcase for international cooperation or sparks new geopolitical tensions remains to be seen – but its ambitions and scale are undeniably impressive.
