🌞 The introduction of the three-square-meter rule

🌱🔋 The introduction of the so-called three-square-meter rule represents a groundbreaking innovation for the installation of photovoltaic (PV) modules. It allows solar modules with a surface area of up to three square meters to be installed without an additional building permit – an increase compared to the previous limit of two square meters. This change aims to simplify and accelerate the use of solar energy in order to promote the expansion of renewable energies. In this article, we take a close look at the background, advantages, and practical implications of this new regulation.

📜 Background and Introduction

The three-square-meter rule was introduced in August 2024 by the German Institute for Building Technology (DIBt) as part of the Model Administrative Regulation on Technical Building Provisions (MVV TB 2024/1). The aim of this amendment is to simplify the building regulations for photovoltaic installations in order to accelerate the expansion of renewable energies. A crucial factor in this is the reduction of bureaucratic hurdles that have previously delayed or even prevented many installations.

The introduction of the rule is taking place in close cooperation with the federal states, which aim to largely complete its implementation by the end of 2024. The three-square-meter rule is therefore a key element of the strategy to promote the energy transition in Germany.

⚙️ The most important changes at a glance

1. Expansion of the maximum module size

Increasing the maximum permit-free area from two to three square meters allows the use of larger and more efficient solar modules. This means that more powerful modules can now be installed, generating more energy per unit area.

2. Simplification of approval procedures

Modules up to three square meters in size can be installed without a separate building permit. This saves time and costs in the planning and installation process.

3. More flexible mounting options

The regulation covers a wide range of installation types, including modules on roofs (with a pitch of up to 75°), on facades, or on balconies. Key technical requirements such as stability and wind load are taken into account.

🌟 Advantages of the three-square-meter rule

The introduction of this regulation brings numerous advantages, both for private households and for industry:

1. Increase in energy efficiency

Larger modules have more solar cells and can therefore achieve a higher energy yield per square meter. This increases the overall efficiency of the system and makes solar power even more attractive for end consumers.

2. Cost savings

Using larger modules reduces installation effort. Fewer modules mean lower material costs, shorter installation times, and reduced labor costs. Furthermore, the exemption from permitting requirements eliminates many bureaucratic hurdles, further reducing overall costs.

3rd contribution to the energy transition

The simplified installation of photovoltaic systems promotes the widespread use of renewable energies. This makes a crucial contribution to reducing CO₂ emissions and supports climate protection goals.

4. Attractiveness for trade and industry

The new module sizes offer significant advantages, especially for larger projects such as commercial or industrial facilities. Here, the larger modules can contribute to faster implementation and more efficient operation.

🛠️ Planning and practical implementation

Despite the new regulations, the installation of PV modules with a surface area of up to three square meters requires careful planning. The following aspects, in particular, must be considered:

Weight and handling

Larger modules are heavier and require special measures during assembly to ensure stability.

Wind loads

When installed on roofs or facades, the structures must withstand wind speeds to avoid damage or safety risks.

Adaptation to existing infrastructures

In older buildings, it may be necessary to check the load-bearing capacity of the roof structure before installation.

For industrial applications, additional planning resources may be necessary to ensure the optimal use of the new module sizes. Manufacturers now offer a wide range of modules specifically designed to meet the requirements of the three-square-meter rule.

🚧 Restrictions and exceptions

Despite its advantages, the three-square-meter rule does not apply without limitations. Some important restrictions are:

Inconsistent implementation across the federal states

Not all German states have fully integrated this rule into their building codes yet. Therefore, installers and end users should inform themselves about the applicable regulations in their respective states.

Balcony power plants

These are generally not directly subject to the three-square-meter rule, as they are not considered building products under the model building code. Nevertheless, such installations must be securely mounted to withstand wind loads.

💡 Simplifying photovoltaic installations

The introduction of the three-square-meter rule represents an important step towards simplifying photovoltaic installations. It offers greater flexibility in the use of renewable energies and makes it easier for both private households and businesses to access solar power. By reducing bureaucratic hurdles and promoting high-performance modules, this regulation makes a crucial contribution to the energy transition.

Further adjustments could follow in the future to make the benefits of this rule even more widely available. This could include, for example, the integration of additional types of facilities or a harmonization of regulations at the federal level.

The three-square-meter rule makes solar energy in Germany not only more efficient but also more accessible – a milestone on the way to a sustainable energy future.
