The geopolitical landscape has changed significantly in recent months. After his return to the White House, US President Donald Trump carried out a remarkable Ukraine policy. While he initially stopped military support for Ukraine and urged fast peace negotiations, he is now becoming increasingly frustrated by Russian President Vladimir Putin and his adequate attitude in the war against Ukraine.

In an interview with the American television station NBC News, Trump announced a new strategy that is both surprising and groundbreaking: In the future, the United States will deliver weapons to Ukraine, but not directly, but via NATO. The special thing about this arrangement is that NATO should cover the full costs of these arms deliveries. Trump explained that the USA will send weapons to NATO and NATO would reimburse the full costs of these weapons. Then NATO would forward these weapons to Ukraine.

This new approach marks an important turning point in American foreign policy. Trump, who was always careful to minimize the financial burdens for the United States, has apparently found a way to continue to support Ukraine militarily without the American taxpayers having to pay directly. This agreement was already made in the Hague at the last NATO summit, said Trump.

Frustration over Putin is growing

The reasons for Trump's change of heart are complex. In the past few weeks, Russia has massively strengthened its attacks on Ukraine. The Ukrainian Air Force has reported the heaviest air strikes since the beginning of the war, with over 700 drones and dozens of rockets fired in Ukrainian cities. This escalation apparently also led to a rethink in Washington.

Trump himself was unusually clear about his disappointment with Putin. Putin gets a lot of crap, said the US President, and added that he was disappointed with Russia. This frustration was also expressed by US Secretary of State Marco Rubio at a meeting with his Russian counterpart Sergei Lawrow in Kuala Lumpur. Rubio sent both disappointment and frustration about the lack of progress in the direction of a peaceful solution.

Trump also announced that the following Monday wanted to make a significant explanation of Russia. The exact details of this announcement initially remained unclear, but expectations were high that it could be a further tightening of the American position towards Russia.

The mechanisms of the new arms deliveries

A special presidential power of attorney is to be used to implement weapon deliveries. This allows the President to use the US military stocks without having to go over the congress without having to go over the congress. According to information from government circles, the first package could have a value of around $ 300 million and include important defense systems such as patriot defense rockets and medium-range missiles.

The Ukrainian President Wolodymyr Selenskyj was pleased with this development. After talking to Trump, he reported on a specific schedule for the resumption of US arms deliveries. Selenskyj described the talks as constructive and in particular praised the participation of US representatives in meetings with countries who support Ukraine.

Germany's role in the new support concept

In parallel to American developments, Germany has also strengthened its support for Ukraine. At the international reconstruction conference in Rome, Federal Chancellor Friedrich Merz announced that Germany intends to buy air defense systems of the Patriot type from the USA in order to provide them with Ukraine. Merz had already discussed this opportunity in a phone call with President Trump and asked him to deliver these systems.

Negotiations between the Ministries of Defense by both countries are already underway. According to President Selenskyj, this is about two Patriot systems that Germany would finance. In addition, Norway has also agreed to finance the purchase of another Patriot system. This development shows that European countries are willing to take on a more active role in the military support of Ukraine.

The Patriot systems are among the most modern anti-aircraft systems in the world. You can combat enemy aircraft, ballistic rockets and marching missiles at a distance of about 100 kilometers and at heights of 30 kilometers. In view of the intensive Russian air strikes on Ukraine, these systems are of crucial importance for the protection of the Ukrainian civilian population and critical infrastructure.

The European perspective and the reconstruction conference

The reconstruction conference in Rome, which took place on July 10th and 11th, 2025, became an important forum for coordinating international support for Ukraine. At this conference, the European Union announced a new financial package of 2.3 billion euros. This package comprises 1.8 billion euros in loan guarantees and 580 million euros in grants. This package is expected to be able to mobilize investments of up to 10 billion euros in Ukraine.

EU Commission President Ursula von der Leyen emphasized at the conference that the EU reaffirm its role as the strongest partner of Ukraine. It is not only the largest donor, but also an important investor in the future of the country. With the signed agreements, investments for the reconstruction of houses, the reopening of hospitals, the revival of companies and the safe energy supply were to be mobilized.

Particular attention was paid to the newly founded European Flagship Fund for the reconstruction of Ukraine. This fund, which is supported by the European Commission via the European Investment Bank and France, Germany, Italy and Poland, started with an initial capital of 220 million euros. The fund is to mobilize around 500 million euros by 2026, with further funds intended as soon as the security conditions improve.

The challenge of the load division

One of the central challenges in supporting Ukraine remains the fair distribution of the financial and military burdens among NATO members and other supporters. So far, some countries have been much more involved than others. The United States, Germany and some other countries bear the majority of the costs, while other large European nations such as France, Italy and Spain hold back comparatively.

NATO Secretary General Mark Rutte has spoken out for a fairer load division. He emphasized that the European allies and Canada had provided more than half of the 50 billion euros in security aid for Ukraine last year. Rutte called on the alliance states to higher defense spending and confirmed his demand for a new NATO quota north of three percent of gross domestic product.

The discussion about a long -term financial obligation towards Ukraine is becoming increasingly important. Jens Stoltenberg, the former NATO general secretary, had proposed that NATO members should provide 40 billion euros annually as fresh money for Ukraine. The current military location

The military situation in Ukraine remains extremely tense. Russia has significantly intensified its attacks in the past few months. The Ukrainian Air Force repeatedly reported massive drone and rocket attacks, which are mainly directed against the civilian population and critical infrastructure. In a single night, over 700 drones and dozens of rockets were fired at Ukrainian cities.

Cities such as Charkiw, Odessa, Sumy and the capital Kiev are particularly affected. In the attacks, residential buildings, hospitals, schools and even kindergartens were hit. Ukrainian air defense tirelessly works to ward off these attacks, but the sheer amount of weapons used increasingly overwhelms the defense capacities.

The World Bank estimates the previous war damage in Ukraine at more than 500 billion euros. The Ukrainian Prime Minister Denys Schmyhal even called a sum of 850 billion euros for the full reconstruction of the country. These enormous figures illustrate the extent of the destruction and the long -term challenges in front of which Ukraine faces.

The importance of military support

Military support for Ukraine has increased continuously since the beginning of the Russian war of aggression in February 2022. In total, Ukraine has been assigned around 267 billion euros in aid in the past three years, which makes up more than 80 billion euros per year. Of this, around 130 billion euros for military aid, 118 billion euros for financial support and 19 billion euros were accepted by humanitarian aid.

Germany has established itself as one of the largest supporters in Ukraine. The Federal Government has so far provided military aids of around 28 billion euros. This includes deliveries from the Bundeswehr's holdings and the financing of armaments purchases from German industry. More than 10,000 Ukrainian soldiers have been militarily trained in Germany.

The support is through various mechanisms. In addition to direct weapons deliveries, there is European peace facility through which EU member states can get their bilateral arms deliveries to Ukraine. In addition, the concept of the ring exchange was developed in which NATO partners who deliver weapons to Ukraine are compensated for by Germany with recent equipment.

The role of the private sector

An important aspect of support for Ukraine is the increasing integration of the private sector. Hundreds of companies took part in the reconstruction conference in Rome, including around 40 German companies. The chairman of the East Committee of German Economy, Michael Harms, emphasized that in view of the huge challenges in reconstruction, mobilizing private investments was indispensable.

Chancellor Merz confirmed that German companies were very interested in participating in the reconstruction of Ukraine. The participation of private companies is important because the public sector cannot bear the enormous costs of reconstruction alone. The newly founded European Flagship Fund is intended to help steer private investments in strategically important sectors of the Ukrainian economy.

The question of Russian assets

A controversial topic remains the use of frozen Russian assets. These amount to a three -digit billions and are mainly in the EU. Chancellor Merz made it clear that Russia had to pay for the damage caused. Until this is done, Russia will not be given access to the frozen assets.

Interest income from these assets is currently being used to secure a billion dollar loan for Ukraine. However, Merz indicated that this could change in the future. The assets themselves could also be used in connection with a corresponding agreement, he said.

The new American strategy of delivering weapons via NATO to Ukraine marks an important turning point in international support for the country. It shows that despite political changes and initial reluctance, the need is recognized to support Ukraine in its defense fight against Russian aggression.

However, the challenges remain enormous. The continuous Russian attacks, the massive destruction of the infrastructure and the humanitarian crisis require long -term and coordinated international answer. The reconstruction conference in Rome has shown that the international community is ready to accept this challenge.

The coming months will be decisive. Trump's announced significant explanation of Russia could bring new dynamics into conflict. The implementation of the new arms delivery strategy via NATO will show whether this model works and whether it leads to a fairer load division.

For Ukraine, military support remains vital. The Patriot systems and other modern weapons systems are crucial to ward off the Russian attacks and protect the civilian population. At the same time, the reconstruction is already of great importance to maintain morality in the country and give people a perspective.

The international community faces the task of maintaining and strengthening its support for Ukraine. This is not only a question of solidarity, but also of your own interest in a stable and peaceful order in Europe. As Federal Chancellor Merz emphasized, the support of Ukraine is also the defense of the common political freedom in Europe.
