☀️⚡ Solar package 1: A turning point in energy policy

🌍 After a lengthy flow phase, the “Solar package 1” was suddenly decided by the Bundestag and the Federal Council with remarkable speed. The assumption of this legislative package last Friday leads the implementation of most provisions as soon as it is published in the Federal Code.

The past week was extensively implemented by the implementation of the “Solar package 1”. Initially, on Monday, a detailed hearing took place, followed by the approval of the changed draft by the Bundestag Committee for Climate Protection and Energy on Wednesday, which made his recommendation for acceptance by the Bundestag. The vote finally took place on Friday, with only members of the SPD, Greens and FDP gave their votes for the package. Shortly afterwards the Federal Council blessed the law. Now only the signature of the Federal President is pending, whereupon it is published in the Federal Law Gazette and almost all regulations come into force on the following day.

The adoption of “Solar package 1” enables simplified access to cheap solar power for tenants, property owners and companies. A significant increase in investments in photovoltaic systems on roofs and open areas is expected from the solar industry, driven by the improved conditions for investments. Despite the positive prospects, the industry emphasizes the need for further reforms in order to pave the way for a more sustainable energy future.

There are currently almost four million solar power systems in operation in Germany. Together they cover around 12 percent of domestic electricity consumption. The traffic light coalition's goal is to have around 30 percent in just ten years.

“Whether for tenants, property owners, farmers or entrepreneurs – access to inexpensive solar power will be much easier,” explains Carsten Körnig, General Manager of BSW-Solar. “From small plug-in solar devices on balconies, to solar power plants on industrial halls, to megawatt solar parks – the solar power harvest can now continue to increase.”

The “Solar package 1” decided in the Bundestag represents a significant step in Germany's efforts to promote the use of renewable energies and thus make a contribution to climate protection. The central elements of the package aim to significantly accelerate the expansion of solar energy and to facilitate access to solar power for a wider social class. This implies important changes for both consumers and producers of solar energy. Here a detailed view of the most important measures and their expected effects are available:

📚 Simplified access to solar power

Community building supply

The possibility of tenants and homeowners' associations being able to access solar power more easily is a central point of the reform. By making it easier to implement solar systems on apartment buildings, it is expected that more people will be able to enjoy cost-effective and sustainable energy.

Diversity in application

The flexibility of the law, ranging from small solar panels on balconies to large solar farms, allows a wide range of users to benefit from solar energy.

Eligibility for agriculture

The inclusion of agriculture, in particular the promotion of solar power plants on less fertile soils as well as the incentives for the dual use of land, reflects the potential that lies in the combination of agricultural production and energy generation.

Improved investment conditions

More attractive feed-in tariffs and the elimination of inequalities in support on different types of land, particularly on commercial roofs and agricultural buildings, will increase the incentive for new investments in solar technology.

📈 Reform demands and outlook

While Solar Package 1 was largely received positively by the industry, it also points to a need for future action. Among other things, the industry demands:

Further legal reforms

This includes adjustments to tax law and the design of the energy market as well as improvements to network access. These steps are crucial to further improve the framework conditions for the expansion of solar and storage technologies.

Now it is important to quickly create the technical requirements for implementing the legal reforms. Further reforms e.g. B. in tax law, energy market design and network access must, according to the Bundesverband Solarwirtschaft e. V. (BSW-Solar) will also follow promptly in order to leverage the enormous, still unused potential of solar and storage technologies.

“A second solar package is needed this year in order to increase the newly installed PV output from 15 gigawatts last year to 22 gigawatts annually from 2026 in accordance with the plans of the traffic light coalition,” said Körnig.

Focus on domestic production and supply chains

Criticism of a lack of investment incentives for domestic solar factories and calls for greater resilience in the solar module supply chain show that, in addition to promoting solar power expansion, structural improvements in production and delivery are also required.

Solar Package 1 marks an important milestone in Germany's energy transition. However, in order to achieve the ambitious goals - an increase in the share of solar energy in electricity consumption to 30 percent within the next ten years and an increase in the annually installed PV capacity - further legislative measures as well as long-term strategic planning are necessary in the short term.
