☀️ The path to a solar future: The solar package to transform the energy supply
The energy transition is at the center of global efforts to combat climate change and secure a sustainable future. Solar power plays a key role in this. In this context, the solar package is a crucial initiative to facilitate the expansion of photovoltaics (PV) and thereby create a sustainable, reliable and affordable energy landscape.
In order to achieve the ambitious expansion goals, an important solar package was approved by the cabinet on August 16, 2023. This legislative package, which is based on a broad consultation process with the industry, implements key aspects of the photovoltaics strategy presented by the Federal Ministry for Economic Affairs and Climate Protection (BMWK) in May 2023

“A new tender segment will be introduced for special photovoltaic systems (PV systems) such as agri-PV, parking lot PV, floating PV and moor PV, which enable efficient multiple use of areas. This segment envisages an annual increase in capacity of up to 3000 MW in order to promote the expansion of solar energy without increasing the space requirement. If the capacities cannot be exhausted by these special PV systems, traditional ground-mounted systems will be used as a replacement in order to achieve the set goals.”
🏭 Promotion of PV systems on commercial roofs
Commercial properties offer enormous potential for the installation of photovoltaic systems. The solar package includes specific measures to support the expansion of solar systems on commercial roofs. This includes financial support and technical support for companies that want to invest in solar energy systems. This initiative not only improves the energy efficiency of the buildings, but also makes a valuable contribution to environmental protection.
“Systems with an output of more than 100 kW have previously had to market their energy directly. If self-consumption is high, the income from the energy fed in is often lower than the costs of direct marketing, which leads to systems being built smaller, despite the available space. “Free acceptance” is being introduced as a solution for a specific segment of system operators. Operators who were previously obliged to market directly can sell their surplus electricity to the network operator without compensation, but also free of the costs for direct marketing.”
👥 Participation of citizens in the expansion of photovoltaics
The active involvement of citizens is essential for the success of the energy transition. The solar package places great value on public participation and offers opportunities for financial participation or the establishment of energy cooperatives. This not only increases awareness and acceptance of renewable energy, but also allows people to directly benefit from the economic benefits of solar energy.
“The simplification of the commissioning of balcony photovoltaic (PV) systems should be achieved through fewer bureaucratic hurdles. There is no need to register with the network operator before commissioning and the data required for the market master data register should be reduced to a minimum. Counters running backwards will be tolerated for a transitional period until a suitable bi-directional counter is installed. In addition, the aim is to simplify the connection of balcony PV systems using Schuko plugs, whereby the specific regulation for this is determined by technical standards outside the law, specifically by the VDE (DKE). In order to avoid conflicts in apartment buildings that already have rooftop PV systems, exceptions are being introduced when combining systems so that the addition of balcony PV systems does not lead to undesired limit values being exceeded.”
🏠 Accelerating rooftop PV expansion
In addition to promoting open-space and commercial roof systems, the solar package pays particular attention to accelerating the expansion of photovoltaic systems on residential buildings. Targeted measures will be introduced to encourage homeowners to install solar panels on their roofs. This includes financial incentives, technical advice and the simplification of administrative processes.
⚡️🔌Acceleration of grid connections for systems up to 30 kW
The simplified procedure for connecting to the grid will now be extended to systems with an output of up to 30 kW, which means an increase from the previous limit of 10.8 kW.
💼Simplification of direct marketing for systems up to 25 kW
The requirements for the technical equipment of systems with an output of up to 25 kW that enter direct marketing are reduced. This is based on the practice of direct marketing companies, which generally only take intervention control measures for larger systems. It is therefore not necessary to legally establish strict technical requirements in the area of smaller systems that affect the relationship between system operators and direct marketing companies. The relaxation of the regulations will make direct marketing for smaller photovoltaic systems more attractive. However, agreements on control, for example using a smart meter, can still be made in individual contracts.

The solar package represents a crucial building block for the energy transition and the transition to a climate-neutral society. By promoting solar energy production, not only is CO2 emissions significantly reduced, but also the dependence on fossil fuels. It also contributes to the decentralization of energy supply by enabling citizens and companies to produce and consume energy themselves.
