Solar system mandatory in North Rhine-Westphalia? – What you should know now
In general, over 16 percent of electricity consumption in North Rhine-Westphalia was provided by renewable energies in 2019. With this amount alone, Bremen, Hamburg and Mecklenburg-Western Pomerania could be completely supplied with electricity.
The solar cadastre of the State Office for Nature, Environment and Consumer Protection (LANUV) North Rhine-Westphalia calculated the solar potential of 68 terawatt hours of electricity per year on the roofs of North Rhine-Westphalia. In fact, only 4.5 terawatts of solar power were generated with photovoltaics in 2019 - a meager 6.6 percent of the existing potential.

Is there a requirement to have solar systems in North Rhine-Westphalia?
A nationwide obligation to install PV systems on non-residential buildings such as: B. in Baden-Württemberg or the solar obligation in Berlin will not exist in North Rhine-Westphalia. Likewise not on new residential buildings. Here the state government continues to rely on the voluntariness of citizens and entrepreneurs. Solar obligation for solar carports “from now on” or January 1, 2022
Photovoltaic systems are “immediately” mandatory for newly built open and commercial parking areas with more than 35 spaces in North Rhine-Westphalia. This excludes parking areas that belong to residential buildings. According to the new state building regulations adopted on June 30, 2021, this applies to all applications for building permits received by the building supervisory authority in North Rhine-Westphalia from January 1, 2022.

In the future, “huge concrete deserts that seal natural areas – for example in front of supermarkets – should at least be associated with a benefit for society.” They are also said to provide shade and be a remedy against summer “heat islands” in cities. “At the same time, charging stations for electric cars can also be installed,” which in turn corresponds to a classic solar carport system as a solar filling station. “This is something new for us in North Rhine-Westphalia.” These are regulated in a legal regulation. The planned change is part of an amendment to the state building regulations, which is due to take effect on July 1, 2021 and which the state cabinet has already approved, reported Scharrenbach.

Are PV systems in North Rhine-Westphalia subject to approval? So generally on a voluntary basis?
