Solar obligation in Bremen – Bremen should become a solar city

Along with Hamburg, Berlin, Schleswig-Holstein and Baden-Württemberg, Bremen is another federal state that wants to introduce a photovoltaic requirement for the installation of solar systems.
There are currently around 44 megawatts (MW) of solar systems installed in Bremen. According to studies by the solar roof register, a theoretical peak output of 1,550 MW and an annual electricity generation of 1,410 gigawatt hours is possible on the roof areas in Bremen and Bremerhaven alone. In addition, the annual expansion of photovoltaics is to be increased from the current 2.5 megawatts per year to 10 gigawatts of installed capacity per year.
What is a solar cadastre?
More and more cities and municipalities are offering such solar registers on the Internet. They are information systems that are intended to show homeowners at a glance whether it makes sense to install a solar system on their roof.
A solar atlas, also known as a solar cadastre, is a representation of the areas suitable for the use of solar energy, both solar thermal and photovoltaics, based on maps or aerial photographs based on georeferenced data.
A solar register is usually publicly available on the Internet. Building or roof surfaces are usually evaluated using different colors depending on orientation and inclination. Solar atlases are introduced by municipalities, energy companies or federal states with the aim of informing homeowners whether or that their building is economically suitable for use. The first solar atlas in Germany was created in Osnabrück. If you want to examine your own house, you only have to enter the address in the online query form provided and you will receive the result at the same time.
Why solar compulsory in Bremen and Bremerhaven?
The obligation to use solar energy is not new. Baden-Württemberg was the first federal state to introduce it and Schleswig-Holstein is also following suit.
“The use of solar energy to heat water and generate electricity makes an important contribution to saving fossil fuels and thus to climate protection,” said the Senator for Climate Protection, Environment, Mobility, Urban Development and Housing, Dr. Mike Schaefer.
How far does the solar obligation go in Bremen?
Like Hamburg, Bremen goes one step further. While Baden-Württemberg will only introduce the solar requirement on new non-residential buildings from 2022, this applies to all new buildings in Bremen and Hamburg! As in Baden-Württemberg, this also affects existing buildings that are carrying out comprehensive roof renovations. How exactly a decision will be made in these cases and when the regulation will come into force is not yet clear. The resolution was passed by the Bremen parliament on June 10, 2020.
In 2019, for example, B. 387 new buildings with a total of 1956 apartments were built in Bremen. The photovoltaic requirement also applies to them. There are also numerous commercial buildings.
Similar to Baden-Württemberg or Berlin, photovoltaics should also be expanded to cover parking spaces. Likewise on facades or open spaces. Bremen and Bremerhaven are intended to become “solar cities”.
“With this decision, solar energy will become the standard in Bremen and Bremerhaven in the future. This is a success for the energy transition,” explains Philipp Bruck, spokesman for climate, energy and animal policy for the Bremen citizens. “The conditions for this are good. The prices for photovoltaic systems have fallen significantly. Anyone who uses a lot of the solar energy they generate to generate electricity and heat quickly pays off the costs and becomes more independent of electricity price developments.
When will the solar obligation come and how will it be implemented?
That hasn't been resolved yet! It was decided by the Bremen citizens (state parliament), but implementation is carried out by the Senate (government). The building and environmental authority under the leadership of the Senator for Climate Protection, Environment, Mobility, Urban Development and Housing, Dr. Mike Schaefer. A corresponding legal text is currently being drawn up in coordination with the other authorities.
