Now the state parliament of Rhineland-Palatinate also passed the state solar law on September 22nd, 2021. Rhineland-Palatinate is therefore the 3rd federal state to introduce a solar carport requirement from 2023 and the 4th federal state with a solar requirement for new commercial buildings.

On Wednesday, July 14, 2021, the state parliament in Rhineland-Palatinate (RLP) advised on the State Solar Act (LSolarg). The “State Law for the Installation of Solar Services ” primarily concerns retail, industry and craft.

The law stipulates that commercially used open parking spaces with a parking space of 50 vehicles or more must be operated covered solar carport solar system The solar obligation applies from January 1, 2023 .

New commercial buildings are also affected. 60% of the roof areas must be equipped with solar modules. Alternatively, a system with solar thermal energy is also possible.

Anne Spiegel, Minister for Climate Protection, Environment, Energy and Mobility: “Online solar register is a milestone for the energy transition”

Minister gives the starting signal (January 2021) for the nationwide online solar register / climate protection potential on your own roof, which can be accessed with just a few clicks.

With the online solar cadastre, the Ministry of the Environment is, for the first time, comprehensively displaying all roof areas in the country and making the use of photovoltaics more attractive. This means that all citizens can calculate their individual solar energy potential with just a few clicks and access this information centrally. “The nationwide online solar register is a milestone for our solar offensive and the energy transition in the country. In this way, we support citizens in their commitment to climate protection in their own homes. The online solar cadastre makes it much easier for building owners to access information thanks to a low-threshold initial assessment. In addition to citizens, companies, municipalities and agriculture can also use the solar cadastre and determine their potential,” said State Minister Anne Spiegel at the launch of the online solar cadastre.

The integrated cost-effectiveness calculator allows you to quickly estimate whether a photovoltaic or solar thermal system is worthwhile and should be supplemented, for example, with a PV storage system, a heat pump or an electric car for even better output. The result of the online solar cadastre can be used as a basis for the next steps in implementing a PV system, such as contacting specialist advice or selecting a specialist company.

Online solar cadastre shows PV potential

According to data from the State Statistical Office, there are almost 1.2 million residential buildings in the country alone. There are also buildings belonging to municipalities, companies and agriculture. “This is a large area resource for the use of solar energy. With the online solar register, everyone can more easily implement climate protection with energy from their own roof and understand the benefits transparently. In order to ensure that the electricity supply comes entirely from renewable energies by 2030, we need to roughly triple the expansion of PV. Private systems in particular play a major role in this. In order to achieve our goal, we need around 200,000 new systems both on roofs and in open spaces. The online solar cadastre creates a crucial basis for this,” explained Spiegel. Energy from the sun not only protects the climate: solar energy stimulates the economy, generates added value and creates jobs in rural Rhineland-Palatinate, the minister concluded.

Electricity supply from renewable energies until 2030

“The Ministry of the Environment is a ministry of the future: During our term of office, we will therefore focus on the central challenges of climate protection and the preservation of our biodiversity. When it comes to promotions, we are relying on a complete new start: all promotion opportunities will be advertised and all promotions will be based on a legally compliant assessment process,” said State Minister Anne Spiegel in Mainz today. Since January 1, 2021, she has been working together with State Secretary Dr. Ulrich Kleemann is responsible for the environment, energy, nutrition and forestry divisions for the state of Rhineland-Palatinate.

Electricity supply from renewable energies by 2030
“We will only overcome the climate crisis if we focus ambitiously on climate protection, climate adaptation and the energy transition. That's what we do in Rhineland-Palatinate with our options. We want to convert the electricity supply in Rhineland-Palatinate to 100 percent renewable energy by 2030 and are well on the way: more than every second kilowatt hour of electricity is already generated from renewable sources. In order to achieve our goals, we have to push forward the expansion of renewable energies,” said the minister and announced the expansion of the solar storage program, for example by promoting charging points for electromobility.

New funding programs for more climate protection, including wall charging stations

The Ministry of the Environment in Rhineland-Palatinate will soon be supporting wall charging stations for private households, businesses or municipalities with a bonus funding of 500 euros per charging point. Requirement: The charging point must be connected to an eligible solar storage system, which the ministry also supports. In total, an additional four million euros are available for the solar storage program in addition to the existing five million euros. “Current figures show: The solar storage program works and supports self-generated electricity. Since autumn 2019, 4,290 citizens have already submitted applications for a solar storage system with a funding volume of around 3.3 million euros. For comparison: in 2018, a total of 2,460 systems with storage were installed in Rhineland-Palatinate,” explained Spiegel.

In addition to promoting wall charging stations, the Ministry of the Environment will also support climate-neutral buildings with a climate bonus starting this year. In this way, the Ministry of the Environment is promoting the planting of more greenery in order to, among other things, improve the urban climate and natural diversity in residential areas.

The solar storage program in Rhineland-Palatinate

“The Ministry of the Environment’s solar storage program strengthens the local energy transition. The majority of the approximately 4,950 funding applications submitted so far come from private households. But commercial companies, municipalities and clubs can also apply for funding for PV battery storage. The municipality of Offenbach recognized the potential of the solar storage program early on and, with its investments in climate-friendly and sustainable energy and storage infrastructures, is a role model for other municipalities in Rhineland-Palatinate,” said State Minister Anne Spiegel on the occasion of her visit to the Essingen elementary school.

With the help of state funding totaling 1,380 euros, the primary school supplemented its 60 kWp photovoltaic system with a freshly installed 13.8 kWh battery storage system. This increases the school's use of its own electricity. The share of renewable energies in Rhineland-Palatinate has been growing continuously for years: more than every second kilowatt hour of electricity generated in the state comes from energy from wind, sun, water and biomass. The goal: Covering electricity consumption by 100 percent renewable energy by 2030. “Schools are among the large municipal properties and therefore have a correspondingly high electricity and heating requirement. More self-generated PV electricity can be used directly on site at the school,” Spiegel continued. A power battery storage system, like the one now used by the Essingen elementary school, makes it possible to buffer solar power production peaks at midday so that they can be used, for example, to light the classrooms in the early hours of the morning. “In this way, the advantages of a PV system and the high self-consumption rate can be experienced by primary school students,” explained Spiegel.

The State Minister encouraged other municipalities to submit applications for the solar storage program: “The demand for the funding is high. I'm very pleased about that. For this reason, the solar storage program is currently being updated. In the future, a further component of the program will be the promotion of wall charging boxes for electric cars. This gives municipalities, companies and private households the opportunity to increasingly recharge with their own PV electricity. In this way, they can not only become part of the energy transition but also the transport transition.”

Since autumn 2019, around 4,950 citizens, municipalities, clubs and companies have already submitted applications. Of these, 2,543 applications have already been approved with a total funding amount of more than two million euros. With the help of the subsidized solar storage systems, an estimated 9,843 tons of CO2 have been saved per year. Applications for funding are processed by the Rhineland-Palatinate Energy Agency. For more climate protection, we have to turn things around

“We are in the decade of decision when it comes to climate protection. In order to stop the climate crisis, we must act ambitiously at all levels today and turn things around. To achieve this, the federal government must finally and significantly show more commitment and enthusiasm in implementing the energy transition. We must set a clear course for a mobility and heating transition and, above all, set ambitious targets for sector coupling,” said State Minister Anne Spiegel today on the occasion of the presentation of Germany’s climate balance.

In all likelihood, Rhineland-Palatinate was able to achieve a 40 percent reduction in greenhouse gas emissions compared to 1990 - not least due to the corona pandemic. “In 2018, the goal of reducing greenhouse gases by 37 percent was already within reach,” Spiegel continued. For Rhineland-Palatinate, the climate balance for 2020 is expected to be available in 2022, as various institutions have to query and report the figures for carbon dioxide, methane and nitrous oxide.

The Ministry of the Environment only recently published the updated climate protection concept: It includes 107 measures to reduce greenhouse gases such as CO2 in the country. The state administration is setting an example in reducing its own greenhouse gas emissions: According to the state climate protection law, it should be climate-neutral by 2030, the minister explained. State forestry has even taken up the cause of climate neutrality by 2025.

Rhineland-Palatinate was the third federal state to enshrine climate protection in law in 2014 with the Climate Protection Act

The Rhineland-Palatinate state climate protection concept serves as a central building block for more climate protection in the state and has been in implementation since the end of 2015.
It was updated at the end of 2020 and includes 107 measures in eight fields of action such as “electricity, heat generation and networks” and “transport”. Although it is not legally binding, it forms an important basis for future political decisions and provides a guideline for action. Achieving climate protection goals is a joint task that requires intensive cooperation with all relevant actors in the country. In order to advance climate protection together with the municipalities, the state has concluded a cooperation agreement with the municipal umbrella associations and will support them, among other things, with information on climate changes and impacts from the Competence Center for Climate Change in Trippstadt and in the energy sector from the Rhineland-Palatinate Energy Agency.
