NRW: Solar carport mandatory from 35 parking spaces
Instead of the previously planned 25 parking spaces, which must be covered with a photovoltaic system (keyword: solar carport, solar requirement ), this now applies to newly built open parking spaces with 35 spaces or more. The state parliament decided this on June 30, 2021. The rule only applies to commercial areas such as supermarkets or company parking lots and not to private households or residential buildings. The Minister of Construction, Ina Scharrenbach, emphasized that parking spaces are dead earth with concrete surfaces that heat up. In general, the new building regulations promote the construction of housing and ensure growth in renewable energies, especially in the area of sealed areas.

On June 16th there was a dispute about the new state building regulations and the vote had to be postponed. This affected, among other things, the change in the solar requirement for newly built open parking spaces from 25 spaces to 35 spaces for solar carports. On June 25th there was another expert hearing on the relevant state building regulations. The new state building regulations apply immediately.

In the case of solar carports, this only applies to applications for building permits for new vehicle parking spaces from January 1, 2022. Section 8 (Fn 10) Undeveloped areas of built-up properties, children's playgrounds, paragraph 2 of the new state building regulations of North Rhine-Westphalia states:
When building a new open parking space suitable for solar use that serves a non-residential building with more than 35 parking spaces for motor vehicles, a photovoltaic system must be installed above the parking space suitable for solar use if the application for a building permit is submitted to the building control authority receives. The installation of a solar thermal system to generate heat is equivalent to fulfillment. Sentence 1 and 2 do not apply to parking spaces,
1. which are arranged directly along the carriageways of public roads, or
2. if the fulfillment of other obligations under public law contradicts them.
The building supervisory authority can grant exceptions or, upon request, an exemption in accordance with sentences 1 and 2, particularly for urban development reasons, if compliance involves a disproportionate amount of effort.
It goes on to say: Open spaces owned by the state of North Rhine-Westphalia should be appropriately greened or planted beyond paragraph 1, subject to existing building law, statutory law, monument protection or other legal provisions. open parking spaces owned by the State of North Rhine-Westphalia . Local authorities are recommended to proceed in accordance with sentence 1 with regard to their open spaces and in accordance with paragraph 2 for open parking spaces.
The first paragraph of paragraph 8 (fn 10) states: The areas of the developed properties that are not covered with buildings or comparable structures must be left or made water-absorbent and covered with greenery or planting, unless this meets the requirements of another permitted use of the areas oppose. Sentence 1 does not apply to the extent that development plans or other statutes make provisions regarding the areas not built over.

Amount of the environmental bonus for the purchase of electric vehicles in Germany
This statistic shows the amount of the purchase bonus for electric vehicles, which is also known as the environmental bonus, by type of electric vehicle drive in Germany in 2021 (as of April 27, 2021). The purchase (purchase or leasing) of an electric vehicle as well as corresponding used vehicles is eligible. The premium is borne proportionately by the federal government and the automobile manufacturer. The environmental bonus for pure battery electric vehicles with a net list price of up to 40,000 euros amounted to 9,000 euros per vehicle in 2021.
The funding rates stated apply retroactively to those approved from June 4th. According to BAFA, pure electric cars, plug-in hybrids and fuel cell cars as well as corresponding used vehicles are eligible for funding.

Environmental bonuses applied for for electric cars in Germany by manufacturer until 2021
Volkswagen is number one when it comes to applications for purchase bonuses for electric cars. By June 2021, the number of purchase bonuses applied for for battery electric or plug-in hybrid vehicles from the Wolfsburg-based car manufacturer was around 102,400. Mercedes-Benz and Renault followed in second and third place.
Vehicles up to 65,000 euros can be funded
The purchase (purchase or leasing) of a battery-electric, plug-in hybrid or fuel cell vehicle that is registered for the first time and does not exceed a net list price of the basic model of 65,000 euros is eligible for funding.
Incentive to buy electric cars
The aim of the bonus payments when purchasing cars, introduced in July 2016, was to promote electromobility and to stimulate the purchase of comparatively expensive automobiles with electric drives in order to get closer to the goal of one million electric cars in 2020 set by the federal government at the time. On January 1, 2021, around 309,100 electric cars were registered in Germany. New registrations of electric cars have increased steadily since 2016.

Hybrid cars in Germany by 2021
Stock of hybrid cars at a record level - in 2021, the stock of passenger cars with hybrid drives in Germany amounted to around one million units. In 2011, around 37,300 hybrid cars were registered in Germany. Since then, the population has increased continuously every year. A hybrid vehicle is a vehicle in which there are at least two energy converters and two in-vehicle energy storage systems to power the vehicle. Energy converters are, for example, electric, gasoline and diesel engines, energy storage devices are, for example, accumulators, fuel tanks or gas tanks. Hybrid vehicles that also have an electric motor are classified as electric cars (plug-in hybrid).
Purchase bonus for electric vehicles and plug-in hybrids
The purchase or leasing of various types of electric cars can be subsidized in Germany through the so-called environmental bonus. The purchase (purchase or leasing) of an electric vehicle that is registered for the first time and does not exceed a net list price of the basic model of 65,000 euros is eligible for funding. Pure battery electric vehicles are funded with up to 9,000 euros and hybrid electric vehicles with up to 5,625 euros. Two-thirds of the premium is borne by the federal government and one-third by the automobile manufacturer. This increased subsidy (previously: pure battery electric vehicles 4,000 euros, hybrid electric vehicles 3,000 euros) was decided as part of the economic stimulus program to combat the effects of Corona.
The demand for alternative drives is increasing
The share of classic drives in new registrations has fallen significantly in recent months, but the number of electric cars in Germany is continuously increasing. However, other alternative drives do not show comparable growth; plug-in hybrids and BEVs also dominate the other alternative drives when it comes to new registrations.
