After the dispute over the planned heating law, heat pump manufacturers are complaining about a drop in sales and deeply unsettled consumers. The disputes within the traffic light coalition over the design of the Building Energy Act (GEG) were settled in June. The Greens had originally sought stricter regulations on the heat transition and the installation of climate-friendly heating systems, but were unable to implement any further regulations.
But then the vote in the Bundestag failed, which was brought about by the Federal Constitutional Court through an urgent application by Thomas Heilmann, a member of the CDU/CSU faction in the German Bundestag. The argument: Due to the short deliberation time, MPs could not spend long enough on the heating law to point out weaknesses and introduce changes. “The traffic light is ruining the heating transition with a last-minute legislative package and an unconstitutional procedure,” Heilmann stated, not incorrectly.
The uncertain future of energy prices further exacerbates the problems faced by heat pump manufacturers. If gas becomes cheaper again but electricity remains expensive, many people will decide to install gas heaters instead of heat pumps. Real support for the heat pump requires an appropriate price ratio, which should not be much greater than a factor of 2.5. Ongoing inflation continues to put a strain on citizens' wallets. Although energy prices have recently fallen sharply, the prices for oil, gas and electricity remain at a comparatively high level. According to the Federal Association of Consumer Organizations (VZBV), prices for heating systems in Germany have also risen dramatically in the last two years.
Demand for oil and gas heating is increasing, while sales of heat pumps have fallen dramatically. In anticipation of the planned legal requirements, manufacturers have already invested five billion euros in order to be able to deliver and install around 500,000 new heat pumps per year from 2024. Due to the current political situation, this process is now being slowed down.
The schedule stipulates that the municipalities will first develop municipal heat planning for existing buildings by 2028 at the latest. Only then does the regulation take effect that new heating systems must be powered by 65 percent renewable energy. This unclear future and the lack of planning security mean that industry and trade are having difficulties. The announcement that people over 80 do not have to change their heating system means that some consumers are now doing nothing at all, while others are quickly replacing their old gas or oil heating system.
Part of the price increase reflects the increase in raw material and energy costs. A month ago it was reported about the collapse in the housing construction market, which was also driven by the Building Energy Act (GEG) by Climate Protection Minister Robert Habeck, also known as the Heating Act.

According to the Federal Office of Economics and Export Control, the number of applications for heat pumps in existing buildings has fallen significantly this year. While 20,000 such heating systems were installed every month last year, this year the number is only 7,000 to 8,000 per month.
The decline in orders in the heat pump market is comparable to that in the solar system market for new buildings, which averages 80 percent. Although there is still interest, hardly any concrete deals are being made at the moment. Potential customers wait and hope for better funding. The federal government originally intended to first pass the heating law and only then commit to specific support measures.
