While models such as Chatgpt and Deepseek are often based on proprietary data and closed development processes, Openeeurollm follows the open approach from the start. Europe's leading AI companies and research institutions bundle their strength and expertise in order to develop the next generation of open source language models with greatly improved logical thinking in an unprecedented cooperation: the Openeurollm project . Fraunhofer Institute for Intelligent Analysis and Information Systems IAIS also part of the consortium.
20 leading European research institutions, companies and EUROHPC high-performance data centers will develop a family of powerful, multilingual large language models for commercial, industrial, scientific and public applications. Democratize these transparent and compliant open source models-along with open data sets for their creation-access to high-quality AI technologies. They strengthen both the competitiveness of European companies on the global market and the ability of public organizations to provide effective public services.
While there have already been many such projects, all of which could not keep up with the competition from the USA (Openai, Meta & Co.) or China (Deepseek, Alibabas Qwen & Co.), this time is new that the best heads from science, Startups and the open source scene come together. The connection of large EUROHPC centers - JSC, BSC, Cineca, CSC - which both the largest supercomputers in Europe with the corresponding infrastructure and the necessary expertise are unique.
The Openeurollm project is in line with the urgent need to strengthen Europe's competitiveness, research skills and digital sovereignty. It is an outstanding example of the technological infrastructure that is necessary to reduce the entry hurdles for the development and optimization of European AI products. In collaboration with open source and open science communities such as Laion, Open-Sci and OpenML as well as other worldwide recognized experts: Inside in the Open Strategic Partnership Board such as Thomas Wolf (Huggingface), CE Zhang (Together AI), Colin Raffel ( Eleutherai, Vector Institute), Alice OH (Kaist) and Melanie Mitchell (Santa Fe Institute) ensure that the models, software, data and evaluation are completely open and can be tailored to specific industries and public use. These powerful, multilingual models preserve both linguistic and cultural diversity and enable European companies to develop high-quality products and services in the AI age.
The project, which was awarded the EU STEP seal (Strategic Technologies for Europe Platform), builds on earlier European projects as well as the experience and know-how of the partners-among them are large repositories of high-quality data and already developed pilot LLMs. The consortium takes up its work on February 1, 2025 and is funded by the European Commission as part of the Digital Europe program with a good 20 million euros.
