At the same time, a structural problem is emerging beneath the surface of this upswing, threatening to derail all growth forecasts: a profound lack of specialized expertise, digital skills, and technical implementation capabilities. Growth without the necessary know-how is like an engine that runs but eventually runs out of oil. It is precisely at this juncture between economic potential and actual implementation capacity that Bulgaria will determine whether it continues its ascent or stalls halfway.
A country caught between new beginnings and bottlenecks
The macroeconomic framework clearly favors Bulgaria. Low national debt, a uniform corporate tax rate of ten percent – the lowest in the entire European Union – and labor costs averaging eight to ten euros per hour in the manufacturing sector, compared to 35 to 45 euros in Germany, make the country one of the most cost-effective production locations within the EU. A 2026 business survey shows that 89 percent of the companies surveyed consider Bulgaria's position as a nearshoring location to be stable or even improved, while 77 percent do not plan to relocate their production and more than half intend to further expand their investments.
But precisely at this moment of upswing, a contradiction emerges that calls the entire development model into question. According to a business climate survey conducted by the German-Bulgarian Chamber of Industry and Commerce in the spring of 2026, around 54 percent of the member companies surveyed cited the shortage of skilled workers as a key business risk. The president of the Bulgarian Employers' Association estimates that the country is currently lacking up to 250,000 workers. This gap does not primarily concern simple production tasks, but rather highly qualified technical and digital skills, without which neither the digitalization of small and medium-sized enterprises (SMEs) nor the energy transition can succeed at the necessary pace.
Digital skills as the Achilles heel of modernization
Perhaps the most serious structural bottleneck lies in the area of digital education and implementation skills. According to the European Commission, only around 38 percent of the Bulgarian population aged 16 to 74 possess basic digital skills, while the EU average is around 60 percent. This places Bulgaria among the lowest-performing countries in the European Union in this area. The deficit is particularly pronounced among older workers, in rural regions, and among those with lower levels of education, while younger population groups achieve a level of competence comparable to that of other EU countries.
This gap extends seamlessly into the business landscape. Small and medium-sized enterprises (SMEs), the backbone of the Bulgarian economy, are among the worst performers in the EU in terms of digital intensity. Only around 27 percent of Bulgarian companies currently use data analytics tools, significantly below the EU average of nearly 40 percent, although the annual growth rate in this area, at a good 11 percent, is quite encouraging. Bulgarian authorities themselves cite the shortage of digital specialists and technical expertise, high initial investments in technologies such as artificial intelligence and cloud solutions, and an overall low willingness among companies to invest in their own digital future as key obstacles.
This vulnerability is also clearly evident in cybersecurity. The poor preparedness of smaller companies for cyber risks is closely linked to the same structural causes: a lack of skilled personnel, insufficient awareness of digital risks, and an unequal distribution of digital infrastructure outside of major urban centers. Reforms such as the qualification structure for cybersecurity professions introduced in November 2025 are a step in the right direction, but their effects will only be felt in the medium term, while the need for IT and security experts is already acute.
Investment gap in research and lifelong learning
Another structural weakness lies in the systematic underinvestment in research, development, and training. Bulgaria currently invests only around 0.28 percent of its gross domestic product (GDP) in research and development, while the EU average is 0.72 percent. The discrepancy is even more pronounced when looking at government support for the private sector, which in Bulgaria amounts to only 0.011 percent of GDP, compared to 0.204 percent on average in the EU. These figures reveal a country that, while possessing excellently trained specialists in the exact sciences, generates hardly any economic added value from this talent through innovation and technology transfer.
The situation is exacerbated by a shockingly low participation rate in lifelong learning. Only around two percent of Bulgarian adults participate in relevant continuing education programs, compared to an EU average of eleven percent. This means the country is systematically missing the opportunity to adapt its existing workforce to new technological demands, instead of relying solely on the slower-developing next generation through the education system. In its latest economic analysis of Bulgaria, the OECD therefore explicitly recommends reforms to the education system, including later tracking of students, the targeted rotation of qualified teachers to disadvantaged regions, and the expansion of workplace-based training in vocational education.
Brain drain as a paradoxical loss of prosperity
It is particularly disheartening to realize that Bulgaria has been producing highly skilled engineers, IT specialists, and scientists for decades, yet systematically loses them to other countries. Bulgarian Prime Minister Rosen Shelyaskov has publicly declared strengthening the traditionally strong education system in the exact sciences a priority, aiming to train and retain more engineers, IT professionals, and highly qualified specialists within the country. This discrepancy between excellent educational resources and the lack of retention of talent within the domestic labor market is one of the most vulnerable points in the entire Bulgarian development model.
The consequences of this brain drain are measurable. While younger generations are digitally well-trained and highly competitive, many of these talented individuals emigrate to Western Europe before or shortly after entering the domestic job market, where salaries and career opportunities appear significantly more attractive. When the sun provides more electricity than the grid can handle

Bulgaria has undergone one of the most spectacular transformations in the European energy sector in recent years. In 2025 alone, 1,416 megawatts of new solar capacity were installed, increasing the country's total installed photovoltaic capacity to almost 6,000 megawatts. Even more impressive is the expansion of battery storage: within just twelve months, installed storage capacity grew by more than 1,100 percent, enabling Bulgaria to take the leading position worldwide in May 2026 with a storage capacity share of over 16 percent of its total electricity system.
But this rapid expansion is increasingly reaching its physical limits. A recent analysis by the think tank Ember identifies Bulgaria as one of the countries with the most severe grid congestion in Europe, where available transmission capacity can accommodate less than ten percent of the renewable energy installations planned by the end of the decade. The report puts it even more bluntly elsewhere: Bulgaria, along with Austria and Romania, is among the countries that, according to Ember, have virtually no spare capacity left for new industrial loads. In plain terms, this means that new factories, data centers, or large solar parks in certain regions of Bulgaria simply cannot be connected to the grid, even though capital and investment are readily available.
The Bulgarian transmission system operator ESO is responding with a multi-billion-euro modernization program called Greenabler, financed with approximately US$888 million from the EU's energy modernization fund and scheduled for completion by 2030. A total of 966 kilometers of high-voltage lines are to be upgraded from 220 to 400 kilovolts, and numerous substations are to be modernized. These investments are technically necessary, but they only partially solve the underlying problem, because without sufficient qualified personnel for network planning, the digitalization of network control, and the operation of complex hybrid energy systems, even the best infrastructure remains underutilized.

However, the real obstacle to growth lies less in the soil or the capital markets than in the collective awareness of the need to systematically build, maintain, and disseminate technical expertise.
Whether Bulgaria seizes its historic opportunity therefore depends not only on further billions in investment in solar parks, battery factories, or industrial parks, but also on its ability to simultaneously cultivate a generation of digitally competent, technically specialized, and internationally networked professionals.
