The new law is expected to be passed by autumn 2021 and come into force during this legislative period. It is anticipated that it will be implemented at the beginning of 2022. Among other things, new regulations for the accelerated expansion of photovoltaic systems were established, which the Environment Minister of Schleswig-Holstein, Jan Philipp Albrecht, presented in a draft law amending the Schleswig-Holstein Energy Transition and Climate Protection Act (EWKG) at a cabinet meeting on February 16, 2021.
Last year's climate protection and energy transition report revealed a gap in the expansion of renewable energies. This gap is to be largely closed through a greater expansion of photovoltaics (PV). Recent studies indicate a potential for photovoltaics on buildings in Schleswig-Holstein of 7 to 9 gigawatts; currently, only 1.1 gigawatts have been realized. "We want to significantly advance the necessary expansion of renewable energies with photovoltaic systems on roofs, parking lots, and ground-mounted installations. Photovoltaic systems are economically attractive for investors and contribute to climate protection. This strengthens both the ecology and the economy in the state," said Albrecht. A solar panel mandate for solar carports in Schleswig-Holstein will be introduced.

For newly constructed parking lots with more than 100 parking spaces, a roof with photovoltaic systems should become standard in the future.
A similar regulation already applies in Baden-Württemberg in 2022 for facilities with 75 or more parking spaces . In Schleswig-Holstein, wind energy, biogas plants, and photovoltaics already contribute to a share of renewable energies in electricity generation of 53 percent (2015). Studies indicate that photovoltaics has the greatest growth and development potential.
