The new law should be passed by autumn 2021 and come into force during this legislative period. It can be assumed that the starting signal will follow at the beginning of 2022. Among other things, new regulations were established for an increased expansion of photovoltaic systems, which the Environment Minister Jan Philipp Albrecht of Schleswig Holstein presented at a cabinet meeting on February 16, 2021 in the draft law to amend the Schleswig-Holstein Energy Transition and Climate Protection Act (EWKG).

The climate protection and energy transition report published last year showed a gap in the expansion of renewable energies. This should be largely closed through greater expansion of photovoltaics (PV). Recent studies predict a potential of 7 to 9 gigawatts for photovoltaics on buildings in Schleswig-Holstein; currently only 1.1 gigawatts have been realized. “We want to significantly advance the necessary expansion of renewable energies with photovoltaic systems on roofs, parking lots and open-space systems. Photovoltaic systems are economically attractive for investors and make a contribution to climate protection. This strengthens the country’s ecology and economy equally,” said Albrecht. In the future, roofing with photovoltaic systems will become standard for newly built parking lots with more than 100 spaces.
A similar regulation will apply in Baden-Württemberg in 2022 from 75 parking spaces . In Schleswig-Holstein, wind energy, biogas plants and photovoltaics are already contributing to the fact that the share of renewable energies in electricity generation is already at 53 percent (2015). According to studies, photovoltaics are said to have the greatest growth potential and greater development potential.
