After the state elections in Schleswig-Holstein on May 8, 2022, the CDU and the Greens agreed on a coalition agreement. They have agreed to become climate neutral with Schleswig-Holstein by 2040. To this end, the state building regulations should be revised accordingly. The solar requirement for Schleswig-Holstein should come in 2025.
What happened until now
The obligation to use solar energy is not new. If things were to go according to the will of the then Schleswig-Holstein Environment Minister, Jan Philipp Albrecht, then it would be better “today than tomorrow.”
“With the new law, we are continuing to write the script for the energy transition and climate protection in Schleswig-Holstein. The law will make a decisive contribution to ensuring that our country has a sustainable ecological and economic future,” said Environment Minister Albrecht at a cabinet meeting on February 16, 2021.
The amendment provides for a number of points regarding the expansion of photovoltaics. In the future, roofing with photovoltaic systems will become standard for newly built parking lots with more than 100 spaces. Photovoltaic systems should also be installed on the roof as standard when building new buildings and renovating the roofs of non-residential buildings. The expansion of open-space photovoltaics should also be promoted as part of the state development plan. At the federal level, the state government will work to ensure that PV pilot projects are launched in conjunction with noise and privacy barriers on federal motorways and federal highways, and that rest areas and parking spaces are equipped with charging stations and PV systems.

What are non-residential buildings?
- Non-residential buildings include a large number of enclosed spaces in which more than half of the total usable space is used for non-residential purposes. The usable area is defined in DIN 277. The DIN standard DIN 277 is used to determine the base areas and volumes of buildings or parts of buildings in building construction. The area calculation according to this standard is, among other things, the basis for calculating the fees for the building permit, which is why an area calculation according to DIN 277 is available for almost every building.
- On the other hand, residential buildings are buildings that, according to their intended purpose, are primarily used for living, including residential, retirement and nursing homes and similar facilities.
Non-residential buildings are:
- Administration and office buildings
- Factory halls, workshop buildings, warehouses, logistics centers, commercial buildings or similar
- Parking garages
- Hotels, restaurants, cinemas, etc
- School and university buildings, museums, theaters, sports halls, etc
- Energy, waste and water management buildings
- Agricultural farm buildings
- Institutional buildings such as hospitals, nursing homes, correctional facilities, etc
