A total of 12,717 data points were collected, verified, and qualified for the Smart City Index. All 81 cities with more than 100,000 inhabitants were analyzed. The study examined five thematic areas: administration, IT and communication, energy and environment, mobility, and society and education. These areas are divided into 37 indicators, comprising a total of 157 parameters – ranging from online citizen services and sharing options to environmental sensors, broadband availability, and digital training for teachers and administrative staff. During the data collection phase, municipalities were able to actively provide data on digitalization, which 94 percent of the cities did – a record high. A team of experts from Bitkom Research subsequently validated the data. For the five cities that did not provide information, data was researched from reliable sources.
