The Senate, upon the recommendation of Senator for Economic Affairs, Energy and Public Enterprises, Ramona Pop, took note of the draft of the “Berlin Solar Act” at its meeting today.
With the introduction of legal regulations governing the construction and operation of solar installations on new buildings and during extensive roof renovations, the State of Berlin is taking an important step towards climate neutrality.

Senator Ramona Pop: “Solar energy plays a key role on the path to a climate-neutral Berlin. That's why we want to further accelerate the expansion of solar power with the Solar Act. The Solar Act will prevent new buildings from not including solar panels in their plans. These are wasted spaces that we urgently need for the energy transition.”

The state of Berlin recognizes the considerable potential of the city's rooftops and is taking important steps with a solar energy law to utilize as many roof surfaces as possible for generating electricity from solar power. This aims to accelerate the expansion of solar energy, in line with the goal of the Solarcity Master Plan adopted in March of this year, to 25 percent of Berlin's electricity needs by 2050 at the latest. The introduction of this law will save approximately 37,000 tons of CO2 within five years and, moreover, boost regional economic activity.

The Berlin Senate will decide in the coming weeks on the introduction of a solar panel mandate for owners of residential and commercial buildings. The mandate is intended to apply to new buildings as well as existing buildings undergoing major roof renovations, starting January 1, 2023.

In the long term, it should be ensured that all suitable roof surfaces of new buildings and, in the case of extensive roof renovation, of existing buildings are used for electricity generation through the use of solar radiation energy or made available to third parties.
