Council decision for 83 hectares of solar park at ex-flight in Lemwerder

On March 30, 2025, the municipal council Lemwerder made a pioneering decision for the region's renewable energy supply. With a clear majority, the land use process was initiated for a large -scale solar park on the former airfield. At the same time, several important change of personnel were completed, including the successor to a member of the council, which has resigned for health reasons, and re -occupations in the fire brigade management.

The Council of the municipality of Lemwerder chose the use of an 83 hectare section of the former 126 -hectare former airfield as a location for a solar park. As an investor, Hamburger Sunvest GmbH appears, which wants to build an extensive open -air photovoltaic system there. The landing process was initiated against the votes of the independent voters' community of Lemwerder (UWL), with eight council representatives of the voice contained.

Planning details and potential

The facility planned by Sunvest is to produce around 115,000 megawatts of electricity every year, which is intended to benefit the local economy in particular. The combination of various technologies for the comprehensive use of renewable energies is remarkable in the conception of the park. In addition to the solar modules, Sunvest plans to install battery units for intermediate storage and a hydrogen power plant that is intended to generate green hydrogen through electrolysis.

Sustainability aspects and agri-photovoltaics

The planned solar park follows the concept of Agri-Photovoltaic, in which agricultural use continues in parallel to energy generation. Specifically, the modular sheep should be able to graze. This double usage concept corresponds to the philosophy of Sunvest, which emphasizes on its company website: “Nature -friendly solar parks not only produce green energy, but also promote sustainable agricultural practices and strengthen local biodiversity.”

Planning law changes

An important change in the planning procedure was made as part of the council meeting. Instead of an initially discussed project -related development plan, the Council opted for an offer development plan that gives the investor more scope for design. This planning form allows Sunvest to set details such as the exact location, orientation and distances of the modularly in a later planning phase. Nevertheless, the Council reserves a certain amount of control by deciding in a second vote that the urban development contract must be submitted to the Council for approval before signing.

Criticism of the Solar Park project

The decision for the solar park was not unanimous. In particular, the UWL faction was positioned against the project. UWL parliamentary group leader Sven Schröder emphasized that the rejection is not directed against renewable energies, but against the use of the specific area: “Not because we are against renewable energies, but because we consider the area to be unsuitable. It is too valuable.”

The opposition became particularly clear by the UWL parliamentary group member Rainer Wohlers, who completely waived voting because he did not consider the vote to be legally permissible. This attitude indicates fundamental concerns about the procedure, which, however, did not find sufficient support in the majority of the council.

Economic prospects

Representatives of Sunvest GmbH were optimistic about the economic prospects of the project after the council meeting. In contrast to other solar park projects, in which investors have to actively search for electricity customers, the Hamburg entrepreneurs reported a lively interest of potential customers. During the planning phase, various companies had already registered with Sunvest in order to express interest in the electricity connection. This demand situation underlines the need for renewable energies in the region and promises a quick economic integration of the solar park.

Personnel decisions in the municipal council

Change in the CDU parliamentary group

In parallel to the solar park decision, several important personnel decisions were made. Mayor Christina Winkelmann said goodbye to the CDU councilor Miles Eckern with a bouquet of flowers and a small present. After six years of belonging, Eckern had declared his resignation for health reasons.

The 68-year-old Christian Democrat Borchert Meyer takes over his position from the village of Braake. It is not a premiere in the Council for Meyer because he was a member of the CDU parliamentary group from 2001 to 2006. At that time he followed his father Hans-Hinrich Meyer, who had belonged to the Lemwerderan Council for 30 years. Meyer takes over all posts of his predecessor with the exception of the seat in the Committee on Planning and Community Development, which is now occupied by CDU parliamentary group leader Wolf Rosenhagen.

Firefighting management newly occupied

Further personnel changes concerned the management of the fire brigade. The Council unanimously extended Hartwig Sondag's appeal to the municipal fire chief. However, Sondag will not be able to fill out the position for the full election period, since he commits his 67th birthday in 2029 and will then leave about one and a half years before the end of the regular term.

Local politicians Lars Prößler determined the deputy community fire chief for a full six years. Prößler takes over the office of Wolfgang Eilers, who had not started again.

New occupation in the council chairmanship

As a further change in personnel, Karsten Haye-Warfelmann was elected deputy council chairman. This position is important for the management of council meetings if the regular chairperson is prevented.

More solar park projects in Lemwerder

The newly decided solar park on the former airfield is part of a growing number of photovoltaic projects in the municipality of Lemwerder. As early as May 2024, the municipality published a public announcement to interpret the project-related development plan No. 40 “Solarpark Agri-Photovoltaik Butzhausen”.

In addition, the Hamburg solar park developer Enerparc has already operated several open-air solar systems in the region, which have been equipped with large battery stores since November 2024. These memory have a DC native capacity of 17.8 MWh and enable efficient storage of the generated solar power with 6.9 MW over about 2.5 hours.

In addition, farmer Henning Kruse in Lemwerder plans a private Agri-Photovoltaic park on an area of ​​18 hectares, where he also wants to generate solar power and produce hay for his cows.

Founded locally, thought globally: Lemwerder's contribution to sustainable energy generation

The decision of the Lemwerder municipal council marks an important step in the development of renewable energies in the region. With the 83-hectare solar park on the former airfield, an important project is being built that not only contributes to the energy transition, but also combines innovative concepts such as energy storage, hydrogen production and agri-photovoltaics.

Although there was criticism of the choice of location, the majority consent of the council shows the basic support for renewable energies in Lemwerder. The various solar park projects in the community illustrate that Lemwerder is establishing itself as a location for sustainable energy generation. The early demand of potential power customers also underlines the economic benefit of this development for the region.

Meanwhile, the personnel decisions in the council ensure continuous political work in the community and with Borchert Meyer bring an experienced local politician back to the committee who wants to stand up for a “reasonable, respectful and trusting handling” in the town hall.
