Germany's ambition in the energy transition: A green future in sight

In the approaching year of 2035, the Federal Republic of Germany is pursuing the ambitious goal of a virtually climate-neutral energy supply. This means that the vast majority of energy is to be generated from renewable resources and green hydrogen. The government has set itself the task of increasing the share of renewable energies in total electricity consumption from just over 40% currently to an impressive 80% by 2030. This vision is enshrined in the Renewable Energy Sources Act (EEG), which stipulates the expansion of installed photovoltaic (PV) capacity to 215 gigawatts by 2030. This target requires a rapid increase, as the annual expansion capacity of PV must triple from a modest 7 gigawatts in 2022 to a remarkable 22 gigawatts in 2030. This bold expansion appears all the more sensible given that photovoltaics is considered one of the most economical energy sources and is thus becoming one of the central pillars of future electricity generation.

The strategic direction of the photovoltaic strategy encompasses various fields of action:

open space facilities

From 2026 onwards, the goal is to achieve an annual increase of 11 gigawatts. This requires not only sufficient available land but also accelerated planning and permitting processes. Innovative approaches such as agri-PV should help to minimize potential conflicts over land.

Roof systems

The PV strategy aims to promote the expansion of larger building-integrated PV systems in the commercial sector. Improvements and simplifications for smaller PV systems are also planned. The goal is to achieve an annual expansion of 11 gigawatts starting in 2026.

Tenant electricity and communal building supply

Currently, the use of photovoltaic systems on the roofs of apartment buildings is still underutilized. A newly introduced model solution for shared building energy supply aims to enable all residents to use solar power on-site. In addition, the existing tenant electricity model will be improved.

Balcony PV

The goal is to make balcony solar panels accessible to everyone. This will involve removing bureaucratic hurdles and enabling the rapid connection of the systems.

Network connections

Accelerating and simplifying grid connections for both ground-mounted and rooftop systems is of great importance. For larger rooftop systems, for example, the certification process is simplified.

Therefore, efforts are being made to promote the expansion of PV capacity at the European level as well, for example within the framework of the EU strategy for solar energy and in the context of the “Fit for 55” package.

The implementation of this strategy will initially be driven forward by the “Solar Package I”. Further measures, some of which require extensive preparatory work, are to be implemented in a second “Solar Package” or within the framework of further laws, regulations and standards.

The photovoltaic strategy was developed through a comprehensive consultation process. Over 600 comments from stakeholders were submitted and incorporated into the final strategy. The comments approved for publication by the stakeholders are publicly available.

The basis for this strategy was a discussion paper, which was first presented at the first PV summit on March 10, 2023.
