🌞 BMWK's photovoltaic strategy: Germany's path to climate-neutral energy 🌞

Germany's ambition in the energy transition: A green future in prospect

In the approaching year 2035, the Federal Republic of Germany is pursuing the ambitious goal of an almost climate-neutral energy supply. This means that the majority of energy should come from renewable resources and green hydrogen. The government has set itself the task of increasing the share of renewable energies in total electricity consumption from currently slightly over 40% to an impressive 80% by 2030. This vision finds its place in the Renewable Energy Act (EEG), which stipulates the expansion of installed photovoltaic (PV) capacity to 215 gigawatts by 2030. This objective requires a rapid increase, as the annual expansion capacity of PV must be tripled from a modest 7 gigawatts in 2022 to a remarkable 22 gigawatts in 2030. This bold expansion seems all the more sensible since photovoltaics are considered one of the most economical energy sources and are therefore becoming the central pillars of future electricity generation.

The strategic direction of the photovoltaic strategy includes various fields of action:

Open space facilities

From 2026 onwards, the aim is to achieve an annual increase of 11 gigawatts. This not only requires sufficient available space, but also accelerated planning and approval processes. Innovative approaches such as Agri-PV are intended to help minimize potential conflicts over land.

Roof systems

The PV strategy aims to promote the expansion of larger building systems in the commercial sector. Improvements and simplifications are also planned in the area of smaller PV systems. The goal is to achieve an annual expansion of 11 gigawatts from 2026.

Tenant electricity and communal building supply

Currently, the use of PV systems on the roofs of apartment buildings is still infrequent. A newly introduced model solution for communal building supply is intended to enable the use of on-site solar power for all residents. In addition, the existing tenant electricity model will be improved.

Balcony PV

The goal is to make the use of balcony PV accessible to everyone. To achieve this, bureaucratic hurdles are reduced and systems can be quickly connected.

Power connections

Accelerating and simplifying grid connections for both ground-mounted systems and rooftop systems is of great importance. For larger roof systems, for example, the certification process is simplified.

acceptance

An important focus is on social participation. This includes financial participation from municipalities and clear guidelines for community energy.

Tax law

Removing tax hurdles is essential for the growth of the PV industry. The Federal Ministry for Economic Affairs and Climate Protection is committed to further improvements in tax law, for example in trade or inheritance tax.

Industry

Germany and Europe are striving to build industrial production capacities along the entire value chain in order to meet the increasing demand from domestic production.

Skilled workers

The number of qualified specialists for the production, planning, installation and maintenance of PV systems should be increased. This is sought, among other things, through expanded training offerings and advanced training.

Technology development

Technological development along the entire value chain is of central importance. This will be driven forward, among other things, by the upcoming 8th Energy Research Program.

European framework

The legal framework in the energy sector is increasingly influenced by processes and regulations of the European Union. The aim is therefore to advance the expansion of PV capacities at the European level, for example as part of the EU strategy for solar energy and in the context of the “Fit for 55” package.

The implementation of this strategy will initially be driven forward by the “Solar Package I”. Further measures, some of which require extensive preparatory work, are to be implemented in a second “solar package” or within the framework of further laws, regulations and standards.

The photovoltaic strategy was shaped through a comprehensive consultation process. Over 600 stakeholder statements were submitted and were incorporated into the final strategy. The statements released by the actors for publication are publicly accessible.

The basis for this strategy was a discussion paper that was first presented on March 10, 2023 at the first PV Summit.

🌞 What is the EU Fit for 55 legislative package? 🌞

📰 The EU legislative package Fit for 55 is a comprehensive proposal from the European Union to combat climate change and achieve its ambitious climate goals by 2050. The initiative aims to drastically reduce greenhouse gas emissions and pave the way to a more sustainable future.

The most important elements of the legislative package

🔑 The “Fit for 55” legislative package consists of a variety of measures and regulations that affect various sectors of the economy. Here are some of the standouts:

Emissions reduction in the transport sector

🚗 One of the central pillars of the package is the drastic reduction of emissions in the transport sector. This includes stricter CO2 emissions standards for cars and trucks and the promotion of low- and zero-emission vehicles.

Renewable energy and energy efficiency

☀️ In order to make energy consumption more sustainable, the package relies on the increased expansion of renewable energies and increasing energy efficiency in buildings and companies.

Emissions trading system (ETS)

💰 The existing ETS will be expanded and extended to the shipping and aviation sectors in order to create incentives to reduce emissions here too.

Social aspects and just transition

🤝 Particular attention will be paid to the social impact of the legislative package to ensure that the transition to a low-carbon economy is fair.

Outlook and challenges

🔮 Although the Fit for 55 legislative package is an ambitious and necessary initiative, there are also some challenges ahead. Implementation requires close cooperation between EU member states and clear communication of the changes to the sectors and citizens affected.
