The first solar package contains comprehensive provisions to promote the sustainable expansion of open-field solar installations. The main objective of these measures is to provide additional land for solar parks without increasing overall land use. Particular support is given to the shared use of land for both agricultural purposes and photovoltaic modules, a practice known as agri-PV. This innovative approach enables multiple land uses while simultaneously ensuring the protection of agricultural interests. It goes without saying that strictly protected areas, as defined by the Federal Nature Conservation Act, remain exempt from these regulations.

One of the key provisions in the first solar package is the promotion of the combined use of land for both agriculture and photovoltaic modules, a practice known as agri-photovoltaics or agri-PV.
