A central point of the report is the “vicious circle” between supply and demand of renewable hydrogen. Both are dependent on each other: Without sufficient demand, production capacities cannot be built up economically, while at the same time without an existing supply, companies will not switch to hydrogen. This leads to considerable uncertainty among investors and project developers, who therefore postpone their decisions. Furthermore, there is a lack of detailed assessments of the extent of investment required and a clear allocation of available public funding.

The realization of a functioning hydrogen industry in the EU requires extensive public and private investment. In the period from 2021 to 2027, the auditors expect EU funding amounting to 18.8 billion euros, although this is spread across several programs. This makes it difficult for companies to get a clear overview and identify the appropriate funding for their projects. Countries such as Germany, Spain, France and the Netherlands now receive a large part of this funding because project planning there is well advanced. However, there is still no guarantee that the full hydrogen production potential can be exploited in the EU or that renewable hydrogen will be transported efficiently within the EU.

One of the auditors' main concerns is the risk that excessive dependence on imports of renewable hydrogen from third countries could create new strategic dependencies. It is crucial that the EU adapts its strategy so that the competitiveness of key domestic industries is not jeopardized. This particularly affects industries such as steel production, petrochemicals and cement and fertilizer production, which could benefit enormously from renewable hydrogen. These sectors play a central role in achieving the EU's climate goals, in particular the target of carbon neutrality by 2050.

At the same time, the development of a strong hydrogen economy could strengthen the EU geopolitically by diversifying its energy supply and making it less vulnerable to external shocks.

The EU faces the difficult task of finding a balance between ambitious environmental goals and ensuring the competitiveness of its key industries. Only through careful planning and flexible adaptation of the strategy can the transition to a sustainable and independent energy future be successful.
